The Ministry of Health is proposing new regulations on allowances for health workers
In response to voters' recommendations from many provinces and cities on increasing allowances for health workers, Minister of Health Dao Hong Lan responded.
The Ministry of Health has proposed drafting a Government Decree stipulating a number of special allowance regimes for civil servants, public employees, and workers in public health facilities, anti-epidemic allowances, and support regimes for health workers in villages, hamlets, and residential groups, and being included in the 2025 Work Program of the Government and the Prime Minister according to Decision 150 dated January 16, 2025.
Currently, the Ministry of Health is urgently drafting the above Decree according to the process of developing legal documents, expected to be submitted to the Government in June 2025.
Along with that, the Ministry of Health is also drafting a Decree to replace Decree 56 2011 regulating preferential allowances according to occupation for civil servants and public employees at public health facilities. See more

Reasons for buying health insurance after 30 days of use
In a petition sent to the health sector after the 8th session of the 15th National Assembly, Bac Lieu voters reflected that when participating in purchasing health insurance for the first time, the time to use the card is 30 days after purchase. According to voters, such a period of time is "too long, affecting the rights of buyers".
Responding to this proposal, Minister of Health Dao Hong Lan in a document responding to voters said: According to Article 16 of the Law on Health Insurance, most participants are allowed to use cards right from the date of health insurance payment. However, groups that are supported by the budget or participate in it non-continuously for 3 months or more must wait 30 days to ensure the principle of sustainable health insurance participation, avoiding the situation of only paying health insurance when suffering from illness.
For groups purchased by employees, employers or state budget employees, cards will be used immediately after completing the fee payment. On the contrary, groups that are partially supported by the State (such as near-poor households, students), or buy health insurance according to households, or take a break from health insurance for more than 3 months, must wait 30 days to take effect.
