Grassroots healthcare lacks modern equipment, needs to supplement accounting

Mekong Delta - During the transfer process, the grassroots health system ensures primary health care for people, but also reveals certain difficulties.

From January 1, 2026, the organizational structure of commune-level health stations (TYTs) will be consolidated in the direction of professionalization and clarity. Commune-level People's Committees directly closely manage TYTs in terms of organizational structure, human resources, public assets and operating funds. Departments of Health and upper levels are responsible for guiding, directing and professional and nghiệp vụ support.

In the Mekong Delta region, primary health care for people is guaranteed at TYTs. However, sharing with us, many TYT in charge said that the operating process generates "bottlenecks" that need to be removed soon.

According to Doctor (BS) Le Hoang Hai - Deputy Director of TYT, in charge of Tan Phu medical point of Tan Phu Trung TYT (Dong Thap province), the coordination between the parties is very close and close. Operating expenses have increased significantly, from 60 million to 150 - 180 million VND.

However, Dr. Hai frankly said that the current "barrier" is the issue of purchasing equipment. Typically, the computer system has been operating for many years and continuously breaks down, but the station cannot buy new ones due to bidding procedures.

Another difficult issue is the "empty" personnel situation. Tan Phu Health Center (Tan Phu Trung Health Center) has 8 personnel, but 1 personnel is sent to study and 1 personnel is on maternity leave; meanwhile, the accounting position in the past time had to be concurrently held from the Commune People's Committee.

Not only in Dong Thap, some TYTs in Can Tho are also facing similar pressure. Dr. Truong Ty - Director of Cai Rang Regional Health Center, Can Tho City - confirmed that, through grasping the situation, commune and ward TYTs directly under it are particularly lacking accounting titles, leading to difficulties in financial management and finalization.

We have reported and proposed to the Department of Health and the City People's Committee to soon have solutions to supplement, transfer or recruit personnel for TYTs, in order to ensure stable operation of the apparatus, reduce pressure on the existing staff and serve people better," Dr. Ty added.

In parallel with the human resource plan for TYT, the Cai Rang Regional Medical Center still faces challenges from degraded facilities. Many specialized diagnostic machines, clinics and testing systems have not been synchronously invested, increasing the pressure of referrals.

In the field of information technology infrastructure, Mr. Nguyen Phong Nha - in charge of information technology work at the Center said that computers have been invested in for many years, and the configuration does not well meet the new requirements of the digital transformation process, especially the deployment of electronic medical records and increasingly expanding digital data platforms.
