Commune-level People's Committees directly closely manage TYTs in terms of organizational structure, human resources, public assets and operating funds. Departments of Health and upper levels are responsible for guiding, directing and professional and nghiệp vụ support.
In the Mekong Delta region, primary health care for people is guaranteed at TYTs. However, sharing with us, many TYT in charge said that the operating process generates "bottlenecks" that need to be removed soon.

Not only in Dong Thap, some TYTs in Can Tho are also facing similar pressure. We have reported and proposed to the Department of Health and the City People's Committee to soon have solutions to supplement, transfer or recruit personnel for TYTs, in order to ensure stable operation of the apparatus, reduce pressure on the existing staff and serve people better," Dr. Ty added.
In parallel with the human resource plan for TYT, the Cai Rang Regional Medical Center still faces challenges from degraded facilities. Many specialized diagnostic machines, clinics and testing systems have not been synchronously invested, increasing the pressure of referrals.
