On June 14, the Investigation Police Agency (IPA) of Quang Ninh Provincial Police said that it had completed the investigation conclusion and transferred the case to the Provincial People's Procuracy, proposing to prosecute the accused Truong Dinh Lan (born in 1977, residing in Group 5, Zone 3, Ha Lam Ward, Ha Long City) for 3 crimes: Murder, Illegal storage and use of explosives and Property destruction.
Previously, on July 4, 2024, the Investigation Police Agency of Ha Long City Police issued a decision to prosecute the criminal case and prosecute the accused Truong Dinh Lan for the acts of "Murder" under Clause 1, Article 123 and "Illegal storage and use of explosives" under Clause 1, Article 305 of the Penal Code.
Considering the seriousness of the case, on July 22, 2024, the People's Procuracy of Ha Long City transferred the case file to the Investigation Police Agency of Quang Ninh Province for further investigation according to its authority.
Investigation results determined that: at about 10:25 p.m. on June 24, 2024, in Group 5, Zone 3, Ha Lam Ward, Ha Long City, due to a conflict in borrowing money, Truong Dinh Lan threw a homemade mine at two people, Mr. Pham Hong Manh (born in 1989, residing in Don Son village, Yen Duc commune, Dong Trieu town) and Mr. Le Cong Minh (born in 1992, residing in Lane 13, Tran Phu street, Cao Xanh ward, Ha Long city).
The blast damaged Mr. Minh's white-black SH 125i motorbike, license plate 21B1-785.16, causing damage of 31.92 million VND. In addition, the explosion also broke a glass panel worth 213,000 VND in the house of Mr. Nguyen Van Cuong (born in 1963, residing in the same neighborhood).
Truong Dinh Lan's actions were determined to have constituted 3 crimes: "Murder" under Clause 1, Article 123, "Illegal storage and use of explosives" under Clause 1, Article 305, and "Destroying property" under Clause 2, Article 178 of the Penal Code.
On April 15, 2025, the Investigation Police Agency of Quang Ninh Province Police issued a decision to supplement the prosecution of the case and supplement the decision to prosecute the accused Truong Dinh Lan for the crime of "Destroying property".
By June 11, 2025, the investigation agency had completed the investigation conclusion and transferred the entire case file to the People's Procuracy of Quang Ninh province, proposing to prosecute Truong Dinh Lan for the above 3 crimes.
