Adjusting conclusions after complaints
On April 7, information from the People's Committee of Dong Loc commune (Nghe An) said that it had just issued an additional conclusion on the origin of land plot No. 67 belonging to the planning of the Hung Luan foam factory project in Truong Thach industrial cluster.
Previously, at the beginning of 2026, Dong Loc Commune People's Committee issued Conclusion No. 01/KL-UBND with the content of determining that the land plots in the project area were "used stably and continuously" by Mr. Nguyen Duy Binh's household (local resident), and at the same time requested the enterprise to agree with the households to have land.
However, this content was complained about by Hung Luan Production and Trading Co., Ltd., claiming that it contradicted the previous land management records, which identified the land area as public land managed by the Commune People's Committee, not yet allocated to individuals for use.
After inspection and verification, Dong Loc Commune People's Committee issued Conclusion No. 02/KL-UBND dated March 24, 2026. Accordingly, land plot No. 67 is identified as public land managed by the Commune People's Committee; the use process of Mr. Nguyen Duy Binh's household is unstable, has been abandoned for a long time and does not meet the conditions for issuing a certificate of land use rights.
At the same time, the conclusion also clearly stated that this land plot is not eligible for compensation when the State recovers it, thereby creating an important legal basis to remove prolonged obstacles.
Opening up site clearance direction
The Hung Luan foam factory project was approved for investment policy by the People's Committee of Nghe An province from August 2022 with an area of more than 4,400m2, but has not yet been implemented due to site clearance issues.
The main reason stems from inconsistencies in land records and the previous requirement for businesses to negotiate with people themselves, even though the land area is under state management.
The issuance of supplementary conclusions is considered an important step to remove the biggest "bottleneck" of the project, creating a basis for functional agencies to carry out land recovery according to regulations, instead of the negotiated mechanism as before.
Talking to reporters, a representative of Hung Luan Production and Trading Co., Ltd. said that the business has been too tired of waiting for many years.
We hope that the case will be resolved definitively soon to have land to deploy production and business, avoiding wasting time, costs and investment opportunities" - a business representative shared.
Currently, the business continues to propose that functional agencies soon complete procedures and hand over the site so that the project can be implemented on schedule.
