The project to renovate and upgrade the Truong Yen - Trung Hoa - Tot Dong road is more than 4.7km long, with a total investment of nearly 89.8 billion VND, and is one of the key traffic projects of Phu Nghia commune.
After implementing the two-level local government model, from July 1, 2025, Phu Nghia Commune People's Committee received the project and was assigned to be the investor in the context that the project had to be temporarily suspended due to site clearance problems.
By October 2025, the project had been restarted.
According to the Phu Nghia commune Investment - Infrastructure Project Management Board, the project site clearance (GPMB) work is related to 194 land plots, including 26 public land plots and 168 land plots of households and individuals in 3 villages Nhat Tien, Yen Truong 2 and Trung Cao 1.
For 26 public land plots, the 0 VND compensation plan has been publicly outlined; The Commune Infrastructure Investment Project Management Board is completing procedures to submit for promulgation a decision approving the plan and a decision to recover land according to regulations.
For 168 land plots of households and individuals, draft plans have been sent to 168/168 households; decisions approving 167/168 plans have been issued.
To date, compensation and support money has been paid for 163/167 plans, with a total amount of more than 37.677 billion VND. There are still 4 decisions that have not been paid due to some cases where representative dossiers have not been completed and cases where there are documents from the Judgment Enforcement Agency requesting temporary suspension of payment.
Regarding site handover, 165/167 cases have been handed over, currently there are 2 cases that have not completed site handover in Trung Cao 1 village.
Households in Nhat Tien, Yen Truong 2, Trung Cao 1 villages located along the Truong Yen - Tot Dong road have dismantled the works and handed over the site to the Construction Unit.
At the project inspection on September 22, the Standing Committee of Phu Nghia Commune Party Committee requested the Investment - Infrastructure Project Management Board of the commune to coordinate with the dismantling unit to urgently complete the dismantling of works for households that have handed over the site, striving to move assets and trees before September 27; and at the same time mobilize people to move assets and trees to create ground for the construction of the drainage system and related items.
Functional sectors of the commune coordinate with Hanoi Power Joint Stock Company and telecommunications units to accelerate the relocation of power poles and technical infrastructure within the GPMB area, without affecting the construction progress.
For the 2 cases that have not yet handed over the land, the Standing Committee of the Party Committee requests functional sectors, Party Cells, Party Cells, Fatherland Front Work Committee and socio-political organizations of Trung Cao 1 village to continue to propagate, mobilize, explain, and create consensus for households to hand over the land soon.
Phu Nghia commune strives to complete all site clearance work in September 2026, creating conditions for the project to be implemented on schedule.
When completed, the road will contribute to completing transport infrastructure, creating favorable conditions for people's travel and trade, strengthening connectivity between regions, and promoting local socio-economic development.
