International University Urban Area
The Berjaya International University Urban Area Project in the Northwest Urban Area of Ho Chi Minh City will be restarted after nearly 17 years of stagnation.
The Chairman of the Ho Chi Minh City People's Committee has requested the Department of Planning and Architecture to urgently complete the appraisal and approval of the zoning plan and guide the investor - Berjaya Vietnam International University Urban Joint Stock Company to prepare a detailed planning task and project at a scale of 1/500 for submission for approval in November 2025.
Relevant departments and branches are assigned to closely coordinate to ensure the goal of starting the project on December 19, 2025.

The Berjaya International University Urban Area Project has a scale of 880 hectares, granted an investment certificate in 2008 with a total capital of VND 56,000 billion, aiming to develop an international urban - university area including a school system, residential areas, trade - services, healthcare, sports, entertainment with a park and information technology park.
However, due to land clearance problems and legal changes, the project has been "shelved" for 17 years.
In early 2025, the Government issued Decision 80/QD-TTg to adjust the investment policy, raising the total capital to 59,000 billion VND, creating a basis for the project to restart.
Rach Chiec Sports Complex
The Rach Chiec National Sports Complex project is also scheduled to start construction on December 19.
This is expected to be a modern sports complex, capable of organizing international and regional sports events by 2030.

The project was approved in 1994 with a scale of 466 hectares. However, after many adjustments, the area now has only 212 hectares and the project is still just empty plots of land mixed with mud.
In 2017, Ho Chi Minh City restarted the project to serve the 31st SEA Games, but when the City requested to withdraw the hosting rights, the project continued to stop.
By December 2023, thanks to the application of Resolution 98, Rach Chiec National Sports Complex was included in the list of cultural and sports projects calling for investment in the form of public-private partnership (PPP), opening a new direction.
Ho Chi Minh City is calling for investment in 16 projects at the Rach Chiec National Sports Complex. Notably, the 50,000-seat stadium, combined with an athletics track, has a total investment of 7,000 billion VND.
The pan-fishing cycling racing house, integrated with a motorcycle racing track and an outdoor soccer field with a total investment of 4,000 billion VND. The football academy and the cluster of 6 training grounds cost about 1,000 billion VND. The athletics competition ground is about 1,500 billion VND.
Binh Quoi - Thanh Da Urban Area
The Binh Quoi - Thanh Da urban area with an area of over 400 hectares has just been included by Ho Chi Minh City in the list of eligible bidders to select investors, opening up hope to end the "suspended" situation that has lasted for more than 30 years.
The planning orientation aims to develop this place into a modern tourism - ecological urban area, with a high-rise center, low construction density, park system and natural flooded areas.
The project will include mixed functions such as housing, administration, offices, hotels, commercial services, culture and riverside tourism, with an expected population of about 54,000 people.

The Binh Quoi - Thanh Da peninsula is located only 6.5 km from the center of Ho Chi Minh City, possessing beautiful river landscape and is a rare large vacant land fund near the central area, very favorable for the development of sustainable ecological urban areas.
However, since its approval in 1992, the project has encountered a series of difficulties from large investment capital (about 30,000 billion VND), to complicated problems with site clearance and many changes to investors but has not achieved results.
