The close relationship between digital transformation and anti-waste
On the occasion of the 79th anniversary of the August Revolution and National Day September 2, General Secretary To Lam wrote an article: “Digital transformation - an important driving force for the development of productive forces, perfecting production relations, bringing the country into a new era”. The article clearly stated: “Production relations still have many shortcomings, not keeping up with the development of productive forces (1)” and “When production relations do not keep up with the development of productive forces, they will become an obstacle, hindering the progressive development of the entire mode of production, thereby affecting the overall development of the country (2)”.
In the digital age, people are at the center of all development. Digital transformation is not only about applying technology to production fields, but more importantly, it is about shaping a new production method based on digital platforms, with the participation of both humans and artificial intelligence.
Slow digital transformation means wasting a particularly important factor: Human resources. Accordingly, a requirement is set: "Improving institutions in applying information technology, digital transformation, creating synchronization in transformation to minimize waste (3)".
According to the plan, by 2025, Vietnam's workforce will reach 53.2 million people, with 70% of the workforce being trained. This demonstrates the determination to improve the quality of human resources, helping the workforce not only work effectively but also adapt quickly to changes in the global economy.
Anti-waste from increasing productivity and enhancing the value of Vietnamese labor
General Secretary To Lam has repeatedly stressed that waste not only causes damage to national finances but also undermines people’s trust in the Party and the State. Therefore, fighting waste must be considered an important task, along with fighting corruption.
Waste of human resources is a serious problem. When we do not fully exploit potential, when labor productivity is low or management is ineffective, we have wasted not only finance but also development opportunities. Therefore, a mandatory and urgent requirement is set: "There are specific solutions to increase labor productivity, enhance the value of Vietnamese labor in the new period (4)".
Combating waste also needs to be done through administrative procedure reform, minimizing complicated and unnecessary processes and promoting the application of technology in state management.
General Secretary To Lam affirmed that appropriate policies are needed to attract resources from both the state and private sectors, from domestic to international. Shaping the Future - Towards a New Era
Streamlining the State management apparatus is one of the key tasks of the renovation process. The requirement is: "Focus on building and streamlining the organizational apparatus of the Party, the National Assembly, the Government, the Fatherland Front, and socio-political organizations to operate effectively and efficiently; build a contingent of cadres, especially leaders at all levels, with sufficient qualities, capacity, and prestige to match the tasks in the new conditions (6)". This requirement was also set forth by General Secretary To Lam in the article "Continuing to strongly innovate the Party's leadership and governance methods, an urgent requirement of the new revolutionary stage".
According to General Secretary To Lam, cutting down on intermediaries, streamlining hierarchy and decentralizing power more strongly between the central and local levels is the most effective way to improve the effectiveness and efficiency of the State apparatus. Streamlining the apparatus not only helps reduce financial waste but also creates conditions for local authorities at all levels to be more proactive in carrying out socio-economic development tasks.
Developing human resources is not just about training or improving skills. It is also a synchronous reform from management mechanisms, fighting waste to creating a favorable environment for development.
“The country is facing a new historical moment, a new era, an era of national growth, requiring strong innovation in leadership methods, improving leadership capacity, and governing capacity to continue moving the nation forward is an urgent issue (7)”. Promoting human resources, combined with digital transformation solutions and management reforms, will not only help Vietnam fully exploit its potential but also create new development drivers, helping the country overcome challenges and enter an era of progress and prosperity.
