In the near future, building houses in many areas of Ho Chi Minh City only requires notification, no need to apply for a license
Through the review, there are currently about 360 areas in Ho Chi Minh City with about 55,000 plots and land that are eligible for exemption from construction permits.
This information was announced by Mr. Huynh Thanh Khiet - Deputy Director of the Ho Chi Minh City Department of Construction on June 19.
According to Mr. Huynh Thanh Khiet, the Department of Construction is focusing on reviewing the planning, in which priority is given to decentralizing the authority to grant construction permits.
Mr. Khiet said that the Government has issued Decree 140/2025/ND-CP regulating the division of authority of local authorities at two levels in the field of state management under the Ministry of Construction.
The construction licensing authority for individual houses and level III and IV works will be transferred from the People's Committees of districts to the People's Committees of wards and communes.
Regarding the exemption of construction permits, Mr. Khiet said that the Ho Chi Minh City Department of Construction is coordinating with the People's Committees of districts, towns and Thu Duc City to review and count areas that are eligible for application. See more...
Thousands of billions of VND of real estate bonds continue to be delayed in maturity
The operating cash flow at many bond issuers, especially in the real estate group, has not shown signs of improvement.
In a recent announcement, Nova Saigon Royal Real Estate Investment Company Limited said it could not close the bond lot NSRCH2223001 worth VND1,000 billion issued from 2022.
Accordingly, of nearly VND936 billion in principal payables on June 17, Nova Saigon Royal was only able to pay nearly VND5 billion. The company also could not pay more than 51 billion VND in interest. The reason given is that Nova Saigon Royal has not yet arranged a funding source and is still negotiating with investors.
NSRCH2223001 is the only outstanding bond lot of this company. The collateral is 21.8 million shares of No Va Real Estate Investment Group Joint Stock Company (Novaland) and Novaland's payment guarantee commitment. Khanh Hoa strictly controls real estate brokerage and trading floors
On June 19, the Department of Construction of Khanh Hoa province sent a document to organizations and individuals operating in the real estate sector requesting strict implementation of the provisions of the Law on Real Estate Business 2023.
The authorities of Khanh Hoa province are also implementing market control, preventing speculation and price inflation, ensuring transparency and improving the effectiveness of state management of real estate.
According to the Department of Construction, businesses, exchanges and individuals practicing brokerage who do not meet legal requirements such as not registering to operate, not having a practice certificate, or lacking professional personnel need to urgently complete before July 10, 2025.
Violations will be strictly handled, even suspended according to regulations.

Ha Tinh plans to reclaim more than 764 hectares of land for high-speed railway project
Ha Tinh Provincial Party Committee has just issued a decision to establish a Steering Committee and a Support Team for site clearance for the High-speed Railway Project.
The Steering Committee is headed by the Provincial Party Secretary, the Chairman of the Provincial People's Committee is the Standing Deputy Head, and the Vice Chairmen of the Provincial People's Committee are the Deputy Heads.
The members are leaders of departments, branches, and sectors; secretaries of Party committees of communes and wards where the project passes through.
The Support Team is responsible for advising and assisting the Steering Committee in the process of directing the implementation of site clearance for the High-speed Railway Project on the North-South axis through Ha Tinh.
The North-South high-speed railway project through Ha Tinh is about 103.42 km long, with 3 stations (2 passenger stations, 1 cargo station).
According to the preliminary review results of the Department of Agriculture and Environment, Ha Tinh must reclaim and compensate for an area of about 764.1 hectares of land. Of which, there are about 84.3 hectares of residential land that need to be considered for resettlement. See more...
