Mr. Nguyen Minh Duc (local resident) said: “I have seen this house completed for many days now. I don’t understand how the owner could arbitrarily repair and change the structure of the building like that?”.
Nearby, another construction at 18-BT10 also shows signs of violating construction regulations. The homeowner has almost finished the rough construction with a design that is far different from the general design of the urban area.
Or another controversial project at block BT9-01. The project is pink with 3 extremely majestic and magnificent facades.
In the Xuan Phuong urban area (Foresa Villa), Lao Dong reporters also recorded many other projects being renovated and repaired at the same time.
Many single-family villas, twin villas, townhouses with shops, and adjacent houses have had their balconies on the first, second, and third floors demolished, "distorting" the overall planning.
Construction works that destroy the landscape also cause frustration for surrounding residents due to dust and noise from construction works that are being demolished and repaired over a long period of time.
Xuan Phuong Ecological Urban Area (Foresa Villa) is a project located on a 38-hectare land in Xuan Phuong ward, Nam Tu Liem district, Hanoi with more than 800 villas and townhouses.
With a total investment of VND 2,850 billion, Foresa Villa includes green areas, lakes, low-rise housing projects, public works, residential units and social infrastructure projects invested by Tasco Joint Stock Company.
Processing 2 violating projects
Regarding the situation of a series of constructions showing signs of illegal construction, unlicensed construction, violating the general planning; construction exceeding height, wrong density; transformed attics and mezzanine floors; the construction process also does not ensure environmental hygiene, causing loss of urban beauty, the functional agencies of Xuan Phuong ward have discussed the handling measures.
On December 26, 2024, the People's Committee of Xuan Phuong Ward said that in Xuan Phuong Ward, they are handling 2 construction works violating construction order at address 18-BT10 and 09-BT11 Xuan Phuong Ecological Urban Area. The People's Committee of Nam Tu Liem District has issued a Decision on administrative sanctions and a Decision on compulsory enforcement of remedial measures.
Xuan Phuong Ward People's Committee has developed a plan to organize forces to ensure remedial measures for the above two violating constructions.
In particular, a Vice Chairman of Xuan Phuong Ward People's Committee was assigned to preside over the assignment of forces to inspect and supervise the self-remediation and dismantling of the construction part that violated construction order at house number 18-BT10.
Xuan Phuong Ward Police were also assigned to create a duty schedule and assign forces to be on duty at the construction site where the violation occurred.
According to the Ward People's Committee, the investors of the above two projects have submitted a request to self-repair and dismantle the violating construction. Currently, the investors are continuing to repair some items (Project No. 18-BT10).
According to the reflection, the investor is carrying out basic construction in accordance with the granted license for some projects in residential areas. The ward People's Committee and the working group have inspected and reminded the investor to strictly comply with the provisions of the law on construction order and ensure environmental hygiene during construction.
