On the Government Portal, Mr. N.M. T (Hanoi) wondered: He has sufficient income to buy social housing. However, in 2025, he works at 4 different companies.
When carrying out procedures according to Form No. 04 (Consolidated Document 08/VBHN-BXD in 2025), he encountered problems: The company he is working for only confirmed the salary they paid (September-December 2025) and refused to confirm the total 12-month income because it could not accurately check the income from the remaining 3 companies, and also did not want to take responsibility if the other companies confirmed incorrectly.
Currently, he has enough actual income confirmation papers and salary scales from all 4 companies in 2025. He asked, Is Form No. 04 mandatory for a business to confirm total income for 12 months or can it accept multiple individual confirmations from each business where the employee has worked?
In case the current business refuses to confirm the summary income, can you submit the confirmation paper and salary scale of the companies that paid income in the declaration period at the same time?
After researching, the Ministry of Construction answers this question as follows:
Article 30 of Decree No. 100/2024/ND-CP dated July 26, 2024 of the Government detailing a number of articles of the Housing Law on development and management of social housing stipulates conditions on housing and income to enjoy social housing support policies (amended and supplemented by Decree No. 54/2026/ND-CP dated February 9, 2026 and Decree No. 136/2026/ND-CP dated April 7, 2026) stipulates:
Article 30. Conditions on income
1. For subjects specified in Clauses 5, 6 and 8, Article 76 of the Housing Law, the following income conditions must be ensured:
a) In case the applicant is a non-married person or is certified as single, the average monthly actual income does not exceed 25 million VND calculated according to the Salary and Wages Table certified by the agency, unit, or business where the subject works.
In case the applicant is a non-married person or is certified as single and is raising a minor child, the average monthly actual income does not exceed 35 million VND calculated according to the Salary and Wages Table certified by the agency, unit, or business where the subject works.
b) In case the applicant is married according to the provisions of law, the applicant and their spouse have a total average monthly actual income of no more than 50 million VND calculated according to the Salary and Wages Table certified by the agency, unit, or business where the subject works.
c) The time to determine income conditions according to the provisions of points a and b of this clause is within 12 consecutive months, calculated from the time the competent authority performs the confirmation".
Accordingly, the determination of income conditions does not stipulate that one or more companies confirm, but only stipulates that the correct income level is confirmed in the next 12 months, calculated from the time the competent authority performs the confirmation.
It is proposed that citizens study the above regulations, compare them with their own cases to implement.
