Not doing a good job
The 4 key projects that the province is implementing include: Hoang Sa - Doc Soi road project with a total investment of VND 3,500 billion; Tra Khuc River downstream dam project, with a total investment of nearly VND 1,500 billion; the road project connecting Thach Bich bridge to Tinh Phong, with an investment capital of more than VND 694 billion; and the embankment project to prevent landslides combined with the creation of land fund on the North bank of Tra Khuc river, with a total investment of about VND 230 billion. All 4 projects are invested by the Provincial Traffic Construction Investment Project Management Board. The Tra Khuc River downstream dam project is chaired by the Provincial Traffic Construction Investment Project Management Board for compensation and site clearance, the remaining three projects are currently chaired by the Provincial Land Fund Development Center for compensation and site clearance.
Currently, these projects are facing many difficulties and problems in compensation and site clearance due to the lack of consensus on the coordination plan in compensation and site clearance between Truong Quang Trong Ward People's Committee and the Provincial Land Fund Development Center.
According to Mr. Pham Tan Phuoc - Vice Chairman of Truong Quang Trong Ward People's Committee, every month the Chairman of the Ward People's Committee organizes a meeting to announce the above 4 projects to promptly coordinate to resolve existing problems and problems on the site...
Through coordination, the People's Committee of Truong Quang Trong Ward found that the implementation of this work in the past time has not been highly effective compared to the project progress requirements and the direction of the Provincial People's Committee. To have a basis for the Ward People's Committee to review, inspect, and confirm all types of procedures and records to ensure accuracy and compliance with the law, the work of preparing records, data, and completeness of input information carried out during the investigation, survey, and collection process of the site clearance unit is extremely important.
However, some departments of the unit working in site clearance have not performed this task well, and some procedures and documents sent to the Ward People's Committee requesting review and confirmation are lacking or do not have information and survey data (usually only a document requesting the Ward People's Committee to confirm and state the items, without synthesizing the information and data that have been investigated and surveyed to submit with) leading to difficulties for the Ward People's Committee in organizing inspections and meetings to confirm the procedures.
"Even now, there are some individuals in the unit working on site clearance who still have the opinion that all the information and data that need to be investigated and collected are the work of the People's Committee at the ward level, so the People's Committee at the ward level must investigate and confirm it itself. This is the main reason for ineffective coordination and slow progress in compensation and site clearance for projects" - Mr. Phuoc stated.
The provincial Land Fund Development Center is the unit in charge of site clearance
According to Mr. Pham Tan Phuoc, currently, the Government's regulations on the division of authority of local authorities at two levels, decentralization of authority and decentralization in the land sector have clearly stipulated the role, tasks and authority of the unit performing site clearance (chairing) and the People's Committee of the commune and ward (coordinating) for investigation, survey, measurement, statistics, full recording of information on the current situation, classification of recovered land area, determination of land origin, land use rights, assets attached to land...
Mr. Pham Tan Phuoc said that he has requested the Provincial Land Fund Development Center and the Provincial Traffic Management Board to study current legal regulations, clearly defining the role and responsibility of the unit performing site clearance work to fully implement the legal contents.
