Reviewing public assets
On September 6, the Office of the People's Committee of Ca Mau province said that the Chairman of the Provincial People's Committee issued a document requesting the Department of Finance to urgently review the Government's Decrees to propose competent authorities to issue standards and norms for the use of specialized public assets, decide on standards and norms for the use of public assets under the management of the province according to regulations, as a basis for equipping assets according to prescribed standards and norms to ensure assets for work requirements.

Based on the principles and scope, the subjects of general public asset inventories approved by the Prime Minister in Decision No. 213/QD-TTg dated March 1, 2024 and the instructions of the Ministry of Finance, the Department of Finance shall preside over and coordinate with relevant agencies and units to conduct a review and re- inventory of public assets under the management of the locality at 0:00 on January 1, 2026 according to the new organizational model.
Units and localities must manage and use public assets strictly in accordance with current legal regulations; thoroughly handle damaged assets that have lost their depreciation value and are not used effectively in accordance with legal regulations.
For surplus assets that are no longer needed, urgently develop a handling plan and send it to the Department of Finance for synthesis and consultation with competent authorities for consideration and decision. During the process of making construction investment estimates, the procurement of public assets must be linked to the current status of public assets under management and use, determine necessity, and comply with prescribed standards and norms. The management and use of public assets is an important criterion to assess the level of task completion of unit and local heads in practicing thrift and combating waste.
Many public real estate properties are waiting to be auctioned
At the end of August 2025, the Inspectorate of Ca Mau province announced the inspection conclusion on the implementation of policies and laws in the management and use of public land and real estate. According to the inspection conclusion, there are 23 plots and land plots that were auctioned by the People's Committee of Ca Mau province since 2019, 2020 but the Ca Mau Province Real Estate Fund Development Center has not yet been able to sell them.
For example, the Department of Crop Production and Plant Protection (Department's pharmacy and parking lot). According to the records, the drug warehouse is located in Hamlet 5, Ward 1, Ca Mau city (old) with a land area of: 461.80m2; not yet granted land use right certificates (reserved land along the river); Purpose of use: agency headquarters land, according to the arrangement plan: Selling assets on land, transferring land use rights. Assign the Department of Finance to auction according to Decision No. 656/QD-UBND dated April 17, 2020 of the Chairman of the People's Committee of Ca Mau province.

The results of the actual inspection showed that the houses were left empty, degraded, and have four alleys, clear, uncontested, un encroached, and convenient for traffic (adjacent to the concrete road). For warehouses: current state of disrepair, no longer in use, clear vicinity, no disputes, no encroachment, convenient traffic (adjacent to concrete roads). There are assigned people to look after and manage.
Headquarters of the People's Committee of Ward 1, Ca Mau City, Ca Mau Province (old), the approved arrangement plan is to sell assets on land and transfer land use rights. Assign the People's Committee of Ca Mau city to organize the auction.
Current status of the inspection team, the land area has an area of 1,253m2, including 603.8m2 in the head office premises, with surrounding fences, which has been granted a certificate of management and use rights of real estate in the head office owned by the state; the rest is the land managed and used by the Cage Market Management Company, which has been taken over by the People's Committee of Ward 1 to date.
On the land, there are 3 houses, including 1 2-storey house with a construction area of 514m2; the floor area is 701m2. The house and the land inside the fence are managed and used by the People's Committee of Ca Mau city. When the People's Committee of Ward 1 moved to the new headquarters from September 2, 2019, it was still managing this real estate area. The current status of the house and land is vacant, with many grass and plants, and the project is damaged and degraded.
Regarding the land outside the fence acquired from the Cage Market Management Company, the company previously leased about 130m2 to a household and up to now, the People's Committee of Ward 1 is continuing to lease with monthly fees for this household, this land is currently not in dispute.
The Inspectorate of Ca Mau province recommends that relevant units seriously learn from experience in managing public assets such as houses and land.
