Ca Mau Provincial People's Committee issued a decision to transfer public assets, which are houses and land of Bac Lieu Provincial Student Housing Area, from the Provincial Land Fund Development Center to Bac Lieu University for management and use in order to promote exploitation efficiency and avoid waste.

The student housing area is located on 3/2 street, Bac Lieu ward, invested with state budget capital, invested by the Department of Construction of Bac Lieu province (old). In July 2015, phase 1 of the project was completed and handed over to the Bac Lieu Housing and Land Fund Development Center for management and exploitation.

The project includes 2 5-story buildings, with 150 rooms, meeting accommodation for about 1,200 students. Each room is fully equipped with bunk beds, desks, cabinets, fans, lights and a closed toilet area. According to the initial plan, each room is arranged with 8 students, the rental price is only 100,000 VND/person/month.
However, immediately after being put into use, the building did not attract residents. In 2015, only 6 students registered, then the number was very small, even at times no students stayed.

According to management agencies, the main reason is that the building is far from schools, some training institutions have their own dormitories, while many students choose to rent rooms outside for convenience and more proactiveness in daily life.

In the past nearly 10 years, the project has hardly promoted its proper function. Apart from the short time serving candidates participating in the 2015 national high school graduation exam and being requisitioned as a centralized quarantine area during the COVID-19 epidemic outbreak in 2020, most of the time the building has been vacant.

According to records, the project has shown signs of degradation, with weeds growing lushly in many areas.
Faced with the above situation, Bac Lieu province (old) has repeatedly researched a plan to convert the function of the housing area to social housing, housing for low-income people and workers. The locality once set a target to complete the conversion of 150 apartments by 2026, but the plan has not been implemented due to legal procedures.

To effectively exploit public assets, Ca Mau Provincial People's Committee has decided to transfer the entire housing and land facility of the Student Housing Area from the Provincial Land Fund Development Center to Bac Lieu University for management and use.

According to a representative of Bac Lieu University, after receiving it, the school will renovate and repair the project to put it back into operation with the function of dormitory. The 1st floor will be arranged with utility service areas to serve the living and eating needs of students. The school will also propose opening bus stops to create favorable conditions for travel.

The dormitory not only serves students of Bac Lieu University but also meets the accommodation needs of students from other training institutions in the area.
Chairman of Ca Mau Provincial People's Committee requested Bac Lieu University to manage and use transferred assets in accordance with the law on management and use of public assets, ensuring effective exploitation and avoiding waste.
