On December 16, according to PV's investigation, the Cao Bang Province Property Auction Service Center has just announced the organization of an auction of the right to use 8 urban land lots in residential areas in Hoa An commune.
The auction was carried out at the request of the People's Committee of Hoa An commune - the unit assigned to manage and exploit the land fund.
According to the announcement, the total area of 8 plots of land is 772.5m2, all of which are urban land, with a long-term use term, and the State allocates land with land use fees collected through auction.
The area of each lot ranges from 82.8m2 to 119.6m2. The plots of land are located in areas with basic infrastructure investment, internal traffic systems, electricity, and drainage according to the residential area planning; there are no attached assets on the land.
The total starting price of the 8 plots of land is more than 1.67 billion VND. The starting price for each lot ranges from 1.8 million VND/m2 to 2.4 million VND/m2. Auction participants must pay 100,000 VND/document; the deposit for each lot ranges from about 33.7 million VND to 45.7 million VND. The price step is regulated at 650,000 VND/m2 for lots 667, 668, 669 and 1,550,000 VND/m2 for the remaining lots.
The auction is organized in the form of a single lot auction, with direct voting in multiple rounds, at least 5 mandatory rounds, according to the method of bidding up.
The participants are individuals who are eligible for land allocation by the State with land use fees collected according to the provisions of the Land Law. Each person is allowed to register to participate in many lots, but each lot only submits a set of documents.
The auction is scheduled to take place at 8:00 a.m. on December 29 at the hall on the 3rd floor of the People's Committee of Hoa An commune. The auction winner is responsible for self-implementing and paying the fees and charges to carry out procedures for granting a Land Use Rights Certificate according to the provisions of law.
