2 years behind schedule, the 575 billion VND road project in Ha Tinh is still facing 11 households

Ha Tinh - The Ham Nghi extended road project is behind schedule and has to be extended for another 2 years, and is currently gradually removing site obstacles to hand over to the construction contractor.

On March 27, Lao Dong Newspaper reporters were present at the Ham Nghi extended road project, recording that site clearance work of the project is still facing obstacles with many houses with a length of about 1 km in Ha Huy Tap ward.

Mr. Nguyen Chi Cong - Head of the Land Price and Compensation Department of the Ha Tinh Provincial Land Fund Development Center said that the site clearance work of the Ham Nghi extended road project has basically been resolved. Many households have received resettlement land a few weeks ago and have now started to deploy housing construction.

According to Mr. Cong, there are still obstacles to be resolved with 11 households. Among them, 9 households have completed the compensation plan, and people have agreed.

For the remaining 2 households, Mr. Truong Quang Tuong's household (in Bac Thuong residential group, Ha Huy Tap ward) has not yet determined the land use boundaries because the area of this household is related to previous projects, so it is continuing to be removed. Another household is waiting to determine whether the scope of impact is related to another project or not.

Mr. Cong also said that, according to the plan, on Monday next week (March 30, 2026), a part of the site will be handed over to households who only have a part of garden land affected and households without houses affected. By May 2026, the second phase of site handover will be for households with affected houses who must be resettled.

After handing over the first phase site, the construction unit will deploy rolling construction so that after receiving the second phase site, the remaining part will be constructed in order to soon complete the project and clear the entire route," Mr. Cong shared.

The Ham Nghi extended road project has a length of 3.3 km with the starting point connecting National Highway 1 bypass through Thach Dai commune (now Ha Huy Tap ward), the ending point connecting to the National Highway 8C branch through Thach Xuan commune.

The project is invested by the Provincial Traffic Construction and Urban Development Investment Project Management Board with a total capital of 575 billion VND. The Provincial Land Fund Development Center is the investor of the sub-project of compensation, support and infrastructure construction for the resettlement area.

According to the approved site clearance scope, the Ham Nghi extended road project affects land, houses, and architectural works of 314 households in Ha Huy Tap ward with a total area of more than 21 hectares.

Of which, 137 households are affected by residential land, and 177 households are affected by agricultural production land.

For agricultural land, the site clearance unit has completed compensation payments to 171 households with a total amount of more than 18.7 billion VND corresponding to the recovered area of 13.3 ha and has handed over the site to the project construction unit.

For residential land and garden land of affected households, due to having to implement resettlement, site clearance is delayed.

Over the past time, the project has been constructed in the form of handing over the site to where, rolling construction to that point. Package 09XL section km4+740 - km5+959 with a length of more than 1.2 km has been completed by the contractor, Thanh Huy Group Joint Stock Company, at the end of 2024.

Initially, the Ham Nghi extended road project was scheduled to be completed in 2024, but then due to site clearance delays, it was extended to December 31, 2026.
