Lack of embankment land, tens of trillions VND resettlement project serving expressway delayed

The Pac Luong resettlement area project serving resettlement for the Dong Dang - Tra Linh expressway site clearance sub-project is being implemented in Trang Dinh commune, with a total investment of more than 75.1 billion VND from the state budget, implementation period 2024-2026.

The project invests in synchronous technical infrastructure for a resettlement area with a scale of 104 land plots, serving about 416 people.

The main items include ground leveling, 6 traffic routes more than 1.16 km long, water supply and drainage system - rainwater - wastewater, wastewater treatment station with a capacity of 100 m3/day and night, along with electricity, lighting and fire prevention and fighting systems.

Recorded in March, the ground of Pac Luong resettlement area has gradually shown its true form after more than 3 months of construction.

At the construction site, the items of peeling off the organic soil layer have been completed, the stone embankment has also been completed, and many locations continue to have foundations and leveling to prepare for the technical infrastructure construction phase.

In terms of land, the project has completed the inventory of 51/51 households, recovered all 36,378.4 m2 of land and paid more than 10.98 billion VND in compensation, support, and resettlement through two phases.

Up to now, the investor said that the project no longer has site clearance problems.

However, the actual construction progress is still slow compared to the contract. The EC mixed package has an initial implementation time of 6 months, from June 23, 2025 to December 22, 2025, then was extended to June 2026.

Talking to PV, Mr. Nguyen Manh Duc - Deputy Director of the Lang Son Provincial Construction Investment Project Management Board said that the project actually started construction from December 2, 2025.

To date, the value of the volume implemented has reached about 12.3 billion VND out of a total contract value adjusted by more than 44.24 billion VND.

Some items have achieved quite high progress such as the organic layer peeling work reaching 100%; the stone embankment item has been completed 100%; the roadbed embankment has reached about 48,000/50,799 m3, equivalent to 94.49%.

The contractor has also gathered materials for electricity and other technical infrastructure items. However, the investor assesses that the overall project is still behind schedule. However, the biggest bottleneck currently is the lack of embankment soil materials.

Previously, the project was allowed to take advantage of excess land from the Dong Dang - Tra Linh expressway to level. But at the time the expressway was under construction, the Pac Luong resettlement area did not have a clean ground to receive land.

By October 2025, when the expressway will basically complete the foundation excavation, most of the excess soil and rocks will be transported to temporary dumping yards, and the remaining volume will not be enough to serve the project," Mr. Duc said.

In addition, soil transportation also faces many obstacles. The embankment is located at Km38+800, but the road to the embankment is the only road, while many projects are being implemented at the same time, causing traffic conflicts, depending on the construction progress of the Dong Dang - Tra Linh route.

The permitted time for soil transportation is currently extended to the end of the first quarter of 2026.

Also according to the leader of the Lang Son Provincial Project Management Board, currently the contractor has added more machinery and increased shifts.

In the first quarter of 2026, the project focuses on transporting embankment soil, completing the leveling of the resettlement area and constructing technical infrastructure.

The goal is to complete the entire project, accept and hand over the resettlement area to arrange resettlement for households no later than June 2026.
