Coastal road worth trillions of VND
The road through Thanh Hoa province has a length of 96.2km, passing through localities such as Nga Son, Hau Loc, Hoang Hoa, Sam Son, Quang Xuong and Nghi Son. Up to now, only 2 sections of the route with a length of more than 32km have been completed, with a total investment of about 3,500 billion VND.
2 completed investment sections include: The section from Sam Son City (old) to Quang Xuong (old), more than 12km long, with a total investment of nearly 1,500 billion VND, completed and handed over for use in August 2021; the section from Lach Bang 2 bridge to the end of Nghi Son Economic Zone, 20.1km long, with an investment of 2,000 billion VND, put into use before 2020.
The remaining Nga Son - Hoang Hoa section (23.7km long, total investment of more than 2,200 billion VND) is implemented in the form of public investment, started in December 2021 and is expected to be completed in December 2026.
The Ninh Hai section (belonging to the old Nghi Son town) to Bac - Nam 2 road is 10km long, belonging to the Tinh Gia urban sub-project, Thanh Hoa province - a project to comprehensively develop dynamic urban areas, with a total investment of more than 2,300 billion VND. The project uses loans from the World Bank and is currently under construction, expected to be completed by the end of 2026.
Reasons for slow implementation
Talking to a reporter of Lao Dong Newspaper, a representative of the Thanh Hoa Provincial Traffic Construction Investment Project Management Board said that out of a total of 5 sections passing through the province, the Hoang Hoa - Sam Son section and the Quang Xuong - Nghi Son (old) section are currently facing many difficulties in terms of capital and construction progress.
This section has a length of 29.9km, and was approved for investment project by Thanh Hoa Provincial People's Committee at the end of 2020 in the form of public-private partnership PPP (BOT contract). After that, the project was adjusted to public investment form at the end of 2025 (renamed the Coastal Road Construction Investment Project, Hoang Thanh - Sam Son section and Tien Trang - Nghi Son Economic Zone section), with a total adjusted investment of more than 3,300 billion VND.
The route section is divided into 2 component projects including: Component project 1 (section from Hoang Thanh commune - Sam Son ward) with a length of nearly 12km, total investment of more than 1,800 billion VND. However, currently the project has not been allocated capital plan according to sources and capital structure, so it does not meet the conditions for approving the contractor selection plan.
The remaining component project (section from Tien Trang commune - Nghi Son Economic Zone) is more than 17km long, with a total investment of more than 1,500 billion VND. Currently, the Thanh Hoa Provincial Traffic Construction Investment Project Management Board has approved the contractor selection plan with a total of 11 bidding packages, with a total value of more than 1,200 billion VND. This component project is expected to start construction in July 2026.
Wearily waiting for the construction road
Talking to a reporter from Lao Dong Newspaper, many households in Sam Son ward expressed their frustration when the project was implemented many years ago, but then "lay idle", causing people's lives to be affected.
Mr. Do Duc Linh (resident of Yen Trach residential group, Sam Son ward) said that the implementation process of the coastal road section from Hoang Thanh commune to Sam Son ward has been "stuck" for many years. Meanwhile, site clearance has been completed for a long time but construction has not yet been seen.
Sharing the same view, Mr. Do Nhu Thanh (63 years old, residing in Yen Trach residential group, Sam Son ward) said that after site clearance, the entire road became a wild grass field, muddy; every time it rains, it floods. Many households no longer have roads to travel, and have to pile soil to make temporary walkways to enter their houses, causing many inconveniences in daily life.
