From the beginning of 2026, social housing continues to be placed at the center of the Government and the Ministry of Construction's management, when a series of new mechanisms and policies are issued to remove difficulties for this segment.
The Department of Housing and Real Estate Market Management said that from the beginning of the year to now, the Government has issued 3 decrees, 3 resolutions, the Prime Minister has issued 1 directive, and the Minister of Construction has issued 1 circular related to the field of housing and the real estate market. In which, notably, there are mechanisms to handle difficulties and obstacles in social housing development and the assignment of social housing development targets to localities in the 2026-2030 period.
This move shows that the policy determination is very clear. In the context that the housing demand of low-income people, industrial park workers and workers in major cities is still very large, promoting the development of social housing is not only of social security significance but is also expected to contribute to adjusting the supply structure in the real estate market.
The Ministry of Construction said that, accumulated to date, there are 737 social housing projects being implemented nationwide with a scale of 701,247 units. Of which, there are 196 completed projects with a scale of 170,673 units; 220 projects have started construction and are being implemented with a scale of 214,948 units; 321 projects have been approved for investment policy with a scale of 35,626 units.

In general, the number of projects completed, started and approved for investment policy to date reached 70.1% compared to the target of 1 million social housing units for the period 2021-2030.
However, if only looking at the implementation results in the first quarter of 2026, the progress picture still shows a lot of pressure. In the first quarter of this year, the whole country had 66 social housing projects assigned to investors, approved for investment policy and assigned to investors without bidding, with a total investment of about 80.572 billion VND.
There are 33 projects licensed and started construction with a scale of 28,856 units. There are 18 projects eligible to sell houses formed in the future with a scale of about 7,031 units. Meanwhile, the number of completed projects, including full and partial completion, is only 4 projects with a scale of 578 units.
A noteworthy point is that on January 12, 2026, the Government issued Resolution No. 07/NQ-CP on assigning social housing development targets to localities for the period 2026-2030, in which the social housing development target for 2026 is 158,723 units. Compared to this target, the completion results in the first quarter are still very low (4 projects with a scale of 578 units).
The Ministry of Construction said that in the remaining months of 2026, real estate demand is forecast to focus mainly on the affordable housing segment, affordable apartments in large cities, as well as land plots in areas with synchronous infrastructure and stable population.
In the coming time, the Ministry of Construction will continue to accelerate the implementation of Resolution No. 07/NQ-CP on social housing development targets for the period 2026-2030, striving to soon complete the Project to invest in building at least 1 million social housing apartments for low-income people and industrial park workers in the period 2021-2030.
The Ministry is also effectively implementing Decree No. 302/2025/ND-CP on the National Housing Fund and completing the establishment of a Housing Fund in localities. These are considered solutions to continue to create a policy platform and resources to promote this segment in the coming time.
