According to the Ho Chi Minh City People's Committee, in the past time, after implementing the merger of administrative units, the city has issued many documents directing departments, branches and People's Committees of communes, wards, and special zones to tighten the management of construction order.
The goal is to improve the effectiveness and efficiency of state management, promptly detect, prevent and strictly handle violations in construction investment activities; not to allow the emergence of "hot spots" of illegal construction and no legalization of violations.
However, through actual monitoring, some localities have not fully implemented their responsibilities in inspection and supervision.
The situation of construction order violations in some areas is still complicated, with cases being detected and handled late, affecting the effectiveness of state management in the construction sector.
Faced with this situation, the Chairman of the Ho Chi Minh City People's Committee requested the Department of Construction, the Ho Chi Minh City Export Processing and Industrial Zone Authority, the Ho Chi Minh City High-Tech Park Authority, the Ho Chi Minh City High-Tech Agricultural Zone Authority and the People's Committees of communes, wards, and special zones to strengthen inspection, promptly detect, prevent and strictly handle violations in construction activities; not to let "hot spots" of construction order arise.
The Chairman of the Ho Chi Minh City People's Committee also directed to review, enforce and thoroughly handle the remaining violations, not allowing violations to be prolonged or legalized.
Organizations, individuals and heads of agencies and units assigned to manage construction order will be strictly handled if they loosen management, lack responsibility in inspection and supervision, or have acts of covering up and assisting violations in the area.
The Chairman of the Ho Chi Minh City People's Committee assigned the Director of the Department of Construction to urgently organize a conference to summarize the management of construction order in the city in June 2026; at the same time, develop a Directive of the Standing Committee of the City Party Committee to strengthen leadership, direction, and improve the effectiveness and efficiency of state management of urban order and construction.
In addition, the Department of Construction is responsible for general monitoring of the construction order management situation throughout the area, and periodically summarizing and reporting to the Standing Committee of the Ho Chi Minh City People's Committee.
The Chairman of the Ho Chi Minh City People's Committee emphasized that the Director of the Department of Construction, leaders of functional area management boards and Chairmen of People's Committees of communes, wards, and special zones must be fully responsible before the law and the City People's Committee for the situation of construction order management in the assigned area.
