The Chairman of the Ho Chi Minh City People's Committee has just directed departments, branches and local authorities to urgently remove obstacles and accelerate the progress of issuing Certificates of land use rights and ownership of assets attached to land (pink books) for homebuyers in housing development projects in the area.
Currently, Ho Chi Minh City still has 220 real estate projects that cannot be granted pink books to people.
According to the review of functional agencies, there are 4 main groups of problems that cause delays in issuing pink books, including: Not completing financial obligations; entangled in regulations on social housing and resettlement housing; not completing the handover of technical infrastructure; legal violations and construction order that need to be handled.
To speed up progress, the Chairman of the Ho Chi Minh City People's Committee assigned the Department of Agriculture and Environment to continue reviewing and removing arising difficulties and obstacles; and at the same time compile a list of all commercial housing projects that have been put into use but have not been granted pink books.
On that basis, the Department of Agriculture and Environment must specifically classify each group of causes, build a roadmap and clear handling deadlines for each project.
The Department of Agriculture and Environment must also strengthen human resources, equipment and facilities to serve the work of receiving and resolving dossiers; and at the same time publicize project information on the electronic information portal, connect and share data with departments, branches, tax authorities and People's Committees of communes, wards, and special zones to serve the settlement of dossiers for people.
For the Department of Construction, the Chairman of Ho Chi Minh City People's Committee requested to statistically list projects with construction order violations and transfer information to the Department of Agriculture and Environment. At the same time, the department is responsible for monitoring and urging investors to rectify violations, and fully implement sanctioning decisions as a basis for considering issuing pink books to homebuyers.
The Department of Construction must also urgently review projects related to social housing and resettlement housing; coordinate with Task Force 1645 and related units to propose handling directions for problems related to social housing obligations and arising financial obligations. In addition, the department will guide investors to carry out the handover of technical infrastructure and social infrastructure according to regulations.
The Department of Finance is assigned to take the lead in coordinating with relevant units to handle problems related to additional financial obligations, projects related to social housing, resettlement housing and cases where it is impossible to contact the legal representative of the enterprise to complete the procedures for issuing pink books.
The Chairman of the Ho Chi Minh City People's Committee also requested the tax authorities to urgently review and complete the determination of financial obligations and registration fees for 11,031 outstanding dossiers and dossiers transferred by the Ho Chi Minh City Land Registration Office, creating a basis for resolving the issuance of pink books to people.
