On March 9, Tam Thang Ward People's Committee (HCMC) informed about the inspection conclusion of PVC-IC Diamond apartment building (also known as Lapen Center apartment building, address 33A 30/4 street, Tam Thang ward). Previously, the 16th floor area of this apartment building had many cracks in the surrounding walls of the 16th floor apartments. The area with the greatest impact even saw the surrounding walls fall out.
The inspection results provided by Ho Chi Minh City Bach Khoa Technology Joint Stock Company stated that there is no basis to show that the wall damage originated from reduced load-bearing capacity, or a major structural incident of the project. The cause of the enclosing wall damage in the most severe location (apartment 16. 08) stems from the deformation of the main structure and weather effects.
During long-term use, the main structure of the project develops small deformations and shifts, while the surrounding wall is an unbraidable structure but firmly connected to the reinforced concrete frame. The incompatibility of deformations between the load-bearing frame and the concrete wall leads to the generation of pulling stress in the wall, causing cracks and local destruction.
Along with the direct impact of external temperatures; day-night temperature differences, especially at high floors... increasing internal stress, reducing bonds, and promoting cracking processes. The appraisal unit proposed that it is necessary to demolish all and rebuild the walls with appropriate structural solutions at apartment 16. 08; add more supporting pillars and horizontal bars.
Regarding the content of residents' petitions about being affected by the load-bearing structure when the unit leased commercial floors for construction in the past, the appraisal unit also concluded that this still ensures the load-bearing capacity according to the design documents; ensuring the allowed load.
However, this unit proposed that, to ensure the safety coefficient according to the initial design documents, in the MEP opening areas (Mechanical-Electronic-Water system), it is necessary to have reinforcement measures to limit the arising of stress around these locations.
For the solid concrete wall linking the load-bearing column and the elevator core, it may affect the common use rights according to current regulations. Therefore, the appraisal unit recommends restoring the original state to comply with regulations and avoid disputes during the operation and use of the project at Lapen Center apartment building.
