On May 28, Bac Lieu city, Bac Lieu province said that it is coordinating with provincial departments and branches to promptly resolve people's complaints on the basis of not letting anyone suffer; it is impossible to let people have red books without doing anything.
Mr. Trinh Thanh Du was granted a red book by the People's Committee of Bac Lieu city, Bac Lieu province in 2010 in Ward 1, Bac Lieu city. For many years, Mr. Du has come to build a house but the old landowner has not given it. He complained in many places but it was not thoroughly resolved. Mr. Du said: "The situation of having a red book is not just me, there are many people in this land area as well".

According to the documents provided by Bac Lieu city, at Nguyen Thai Hoc street, Ton Duc Thang, many households have been granted red books but cannot build houses. Typically, the following people: Nguyen Ngoc Hanh, Pham Thi Hoan, Dang Hoang Phuong, Quach Ung Khanh... These households have continuously submitted petitions to many authorities to request state intervention because their assets are legal land but cannot be used.

On March 31, the Chairman of the People's Committee of Bac Lieu City decided to force the implementation of remedial measures for the following: Mr. and Mrs. Phan Tai Vinh, Phan Kim Lap, Phan Thi Cuc, Phan Thi Le Hoa, Phan Tai Hanh for violations in the fields of construction, land... Bac Lieu City determined that many works had sprung up on other people's land, encroaching on corridors, roads...

The decision of the Chairman of the People's Committee of Bac Lieu City, in addition to fining the above 5 people with a total amount of money believed to be illegally profited of nearly 1 billion VND, also forced the restoration of the original state of the land.
The decision also clearly states: If the above-mentioned individuals do not voluntarily comply, they will be subject to enforcement according to the provisions of law.
Having a decision to resolve the issue is not effective enough
After the Resolution was issued, households identified by the city as encroaching on other people's land and public land continued to build, build, and build, surround and fence off most of the land.
Faced with this situation, those who have land but cannot use it continue to submit a request to the People's Committee of Bac Lieu city, Bac Lieu province for resolution.
Bac Lieu City also issued many documents directing the People's Committee of Ward 1, professional units to carry out steps such as: setting up protection checkpoints, preventing new construction on the land; studying sanctions in the field of security and order... However, households considered to be violators continue to build new, level, and build fences...

It is known that after receiving the Decision of the People's Committee of Bac Lieu city, Ms. Phan Kim Lap's side submitted a petition to the Secretary of the Bac Lieu Provincial Party Committee with a fierce complaint. Ms. Lap believes that the Decision of the Chairman of the People's Committee of Bac Lieu City is not in accordance with regulations; this land of her family has not been thoroughly resolved by competent authorities but has been granted to other households, which is unreasonable...
Before the complaint of both sides, Mr. Tran Minh Hai, Chairman of Bac Lieu City People's Committee, Bac Lieu Province, said that the city is reviewing the origin of the land, the development of the incident while waiting for the provincial inspection results to solve it completely.
