Hanoi Department of Construction has just announced the list of customers expected to sign social housing purchase contracts (rent-purchase to purchase) at land plot B8.NXH - Hope Residences project, Long Bien ward, Hanoi (phase 1). According to the announced list, there are 7 eligible customers to sign social housing purchase contracts at the project.
Previously, the Hanoi Department of Construction said that in this opening sale, the project has a total of 308 apartments. Of which, 301 apartments were transferred for sale to customers who have rented houses for 5 years at the project according to regulations; the remaining 7 apartments are apartments that have not been rented and are widely opened for sale to groups eligible according to the law. Thus, all 7 of these apartments have people submitting purchase registration dossiers.

The project is fully named Social Housing Area at land plot B8.NXH, invested by Phuc Dong Housing Development Joint Stock Company. The project is built at land plot B8, belonging to the Detailed Planning of Hanoi Software Technology Park Urban Area, Long Bien Ward, Hanoi City.
The total number of apartments in the project is 1,504 units, including 107 commercial apartments (accounting for 7.18%) and 1,397 social housing apartments (accounting for 92.82%). Among social housing apartments, 1,089 units have been sold and 308 units are for lease and transferred to purchase.
The average selling price of social housing at the project (including VAT, excluding maintenance costs) is VND 16,039,190/m2. The maintenance fee is equal to 2% of the pre-tax selling price, equivalent to VND 305,508/m2.
According to Clause 22, Article 2 of the 2023 Housing Law, lease-purchase is the form in which the lease buyer prepays the lease-purchasing party a part of the contract value, but not exceeding 50% of the housing value. The remaining part is paid gradually monthly, calculated as the rent in the term agreed by the parties. After the lease-purchase term expires and financial obligations are fulfilled, the lease-purchasing party is granted ownership of the house.
From the above regulations, it can be understood that social housing lease-purchase is a form of person eligible for social housing policy to pay a part of the apartment value in advance, and the rest to pay in installments within a certain period. When completing the payment obligation, the lease buyer will officially own the social housing apartment according to legal regulations.
