Voters propose early promulgation of the Law on Urban Development Management, Ministry of Construction responds

The Ministry of Construction received a petition from voters in Cao Bang province requesting early promulgation of the Law on Urban Development Management.

The Ministry of Construction received a petition from voters in Cao Bang province transferred by the National Assembly's Committee for Petitions and Supervision in Official Dispatch No. 498/UBDNGS16 dated June 12, 2026 of the National Assembly's Committee for Petitions and Supervision on the transfer of voters' petitions sent after the first session of the 16th National Assembly.

Accordingly, voters proposed that the Ministry of Construction submit to the National Assembly to soon promulgate the Law on Urban Development Management.

Answering this recommendation, the Ministry of Construction said that the content of the recommendation falls under the case that will be received and resolved by the Ministry of Construction through the development of legal documents.

Accordingly, the Draft Law for urban management and development has been focused on by the Ministry of Construction, directing, researching, developing and submitting to the Government and the National Assembly in 2012, 2018 and 2025. The National Assembly and the Government assess that the development of the Law to manage the urban development process is extremely necessary, an urgent requirement in the management and development of the Vietnamese urban system associated with the socio-economic development of the country, specifically:

In 2024, the Proposal to develop the Law on Urban Development Management was submitted by the Government and approved by the National Assembly to be included in the 2025 Law and Ordinance Development Program in Resolution No. 129/2024/QH15 dated June 8, 2024.

In 2025, the draft Law dossier was submitted to the Government according to the provisions of the Law on Promulgation of Legal Documents. However, due to the implementation of Conclusion No. 127-KL/TW dated February 28, 2025 of the Politburo, the Secretariat on arranging provincial-level administrative units and abolishing district-level administrative units.

Therefore, the Government has issued Resolution No. 69/NQ-CP dated April 1, 2025, agreeing not to consider the draft Law at the 9th Session, 15th National Assembly and has been approved by the National Assembly Standing Committee in Resolution No. 77/2025/UBTVQH15 dated April 21, 2025 adjusting the 2025 Legislative Program. Accordingly, the Ministry of Construction is assigned to continue studying and drafting the draft Law to ensure compliance with the 2-level local government model.

Accordingly, the content of the petition "soon to promulgate the Law on Urban Development Management" has been received and resolved by the Ministry of Construction through the proposal to the Ministry of Justice to include the draft Law on Urban Management and Development in the 2027 Legislative Program of the National Assembly in document No. 8068/BXD-PC dated May 31, 2026.

On that basis, the Government issued Resolution No. 185/NQ-CP dated July 10, 2026 on the Government's Plan to implement Conclusion No. 17-KL/TW of the Politburo and Plan No. 64/KH-UBTVQH16 of the National Assembly Standing Committee on Legislative Orientation for the 16th National Assembly term, the draft Law on Urban Management and Development is expected to be included in the 2028 National Assembly's Legislative Program.

After being allowed by the National Assembly and the National Assembly Standing Committee to build the law, the Ministry of Construction will organize research and widely collect opinions, including Cao Bang province, as a basis for completing the draft Law to submit to competent authorities for promulgation. The Ministry of Construction will monitor, urge and continue to notify the results to the National Assembly Delegation of Cao Bang province when requested.
