On the morning of January 28, in an exchange with a reporter from Lao Dong Newspaper, Mr. Nguyen Hai Ha - Vice Chairman of Hoa Lu Ward People's Committee, Ninh Binh province said that previously, the Ward People's Committee had just announced the coercion of land recovery for 29 households using agricultural land in Hoa Lu ward for site clearance (GPMB) by implementing the new urban area project in the North of Sub-zone IX in Ninh Nhat commune, old Ninh Binh city (now Hoa Lu ward), Ninh Binh province. However, by the morning of January 28, 6/29 households had complied with the land recovery decision.
The new urban area project in the North of Sub-zone IX is a project to build an urban area with the function of serving a mixed and synchronous technical and social infrastructure system with housing according to the provisions of the law on construction in cases where the State recovers land for socio-economic development for the benefit of the public national interest.
The project has an impact on site clearance for 59 households using 6.1 hectares of agricultural land in Ninh My commune, former Hoa Lu district and 313 households using 34.6 hectares of agricultural land in Ninh Nhat commune, former Ninh Binh city (now Hoa Lu ward). According to information from the People's Committee of Hoa Lu ward, basically, households whose land was recovered all agreed and supported the policy of site clearance to implement the project.
In Ninh Nhat commune, Ninh Binh city (now Hoa Lu ward), land clearance for agricultural land has been implemented since May 2021. As of January 16, 2026, 284/313 households have complied with land acquisition decisions, received compensation, support, resettlement and handed over land; 29 households have not yet complied.
To definitively resolve the existing problems in site clearance work, the Chairman of Hoa Lu Ward People's Committee issued 29 decisions to enforce land recovery for 29 households for site clearance.
Hoa Lu Ward People's Committee has established a Land Reclamation Enforcement Board. In case households still do not comply, enforcement will be carried out according to regulations. The expected time for land recovery enforcement is January 29, 2026.
