The People's Committee of Da Nang City has just drafted a plan to adjust the rental price of social housing apartments belonging to public assets, with an average increase of 3-4 times compared to the present.
This is considered a necessary step to calculate and fully the investment costs, while ensuring the cost of maintenance and repair of the project, instead of having to allocate additional budget as in many years.
Currently, the city is managing and arranging rental at 42 social apartment complexes, of which up to 36 areas have been proposed to adjust prices. Most of the current rental prices are determined from the time the project is put into use, in many cases, it has not been adjusted for decades, leading to low fees, no longer suitable for reality.
According to the draft, new rental prices are expected to increase by an average of 3 - 4 times compared to the present, applied according to the 5-year roadmap (2026 - 2030). Specifically, in 2026, prices will only increase by about 30-40% so that people have time to adapt; by 2028, prices will gradually increase to 2 - 2.5 times; and by 2030, the full calculation level will be reached.
Notably, the price increase roadmap will take place in 5 years, from 2026 to the end of 2030, to reduce the impact on tenants, while reducing the burden on the budget and implementing the direction of the People's Committee of Da Nang City.
Specifically, An Cu 5 apartment complex (Son Tra ward) will increase rental price, from nearly 4,000 VND/m2 to nearly 17,000 VND/m2 in 2030.
Some areas expected to increase prices the most include: Nam Tuyen Son apartment complex (Ngu Hanh Son ward) from current VND 5,629/m2 to VND 33,410/m2 by 2030, an increase of nearly 6 times; 12-storey apartment complex of Nai Hien Dong Fishing Village (Son Tra ward) from VND 15,000/m2 to VND 44,590/m2; 11-storey apartment complex of Phong Bac (Cam Le) from VND 14,000/m2 to VND 44,670/m2 and the cancer Hospital staff housing area from VND 16,900/m2 to VND 51,370/m2.
According to the draft, price adjustment is to recover invested state budget capital, while creating stable resources for long-term maintenance work. However, degraded apartment buildings, relocation areas or newly priced areas will not be applied immediately.
With this price increase roadmap, social housing tenants in Da Nang will have to prepare to adapt to significantly higher rental costs in the coming years.
The Department of Construction requests relevant agencies, units and individuals to study the draft and send comments to the department before September 25 for synthesis and reporting to the City People's Committee for consideration and decision.
