Hundreds of abandoned apartments while people are thirsty for housing
According to Lao Dong reporters at the Commercial Housing project for resettlement in Area X2 (in Dai Kim ward, Hoang Mai), it includes a complex of 3 apartment buildings with 28 floors above ground and 3 basements for parking.
Although these 3 buildings have been completed for a long time, only a few people have moved in to live there.
PV's research shows that in 2018, the Housing and Office Project Management Board (Hanoi Department of Construction) and the Ministry of National Defense Housing and Urban Development Investment Corporation (MHDI) signed an economic contract on ordering the establishment of commercial housing projects for resettlement in Hanoi.
The Hanoi Department of Construction ordered MHDI to create a commercial housing fund for resettlement. The project has a quantity of 750 apartments, a total investment of 1,300 billion VND, the project progress is to be put into operation in the first quarter of 2019.
According to the contract, the product consumption plan is that Hanoi will buy back all 750 apartments (100%) as resettlement apartments in the city.
The business period within the contract is determined to be 12 months from the date the project is eligible for resettlement.
By September 2020, the Ministry of Construction had issued a Notice on the results of the inspection of the acceptance and completion of CT1, CT2, CT3 projects of the X2, Dai Kim project.
However, up to now, after nearly 5 years, in the 3 buildings in the above project, there are still hundreds of abandoned apartments with no residents, causing great waste.
arrange capital early to buy back housing funds
Data from the Hanoi Department of Construction shows that Hanoi has 14 commercial housing construction projects for resettlement under the ordering mechanism.
Of which, 4 projects have been completed, are eligible for use and have signed home purchase contracts with investors. The estimated amount needed to buy back the housing fund in these 4 projects is VND 2,892 billion.

However, according to the Hanoi Department of Construction, the purchase of commercial houses for resettlement is facing difficulties, the policy of ordering to buy commercial houses to create the city's resettlement fund has not mentioned the plan and how to recover money from the sale of state -owned houses (selling houses for resettlement cases) on the state budget in accordance with the State budget law.
The Hanoi Department of Planning and Investment (now the Department of Finance) said that this department has proposed allocating capital to buy commercial housing for resettlement in the direction of capital turnover.
It is expected that the plan will allocate about VND3,000 billion in the investment plan for the period 2021-2025 (allocating capital through the Land Development Fund entrusted to the City Development Investment Fund) to buy commercial housing for resettlement.
However, the problem is that the Land Development Fund under its management is not currently responsible for purchasing commercial housing for resettlement.
This Department proposed that the Hanoi People's Committee assign additional tasks to the Land Development Fund entrusted, specifying the order, procedures, disbursement, payment, and settlement of counterpart funds from the Land Development Fund entrusted for the task of purchasing commercial housing for resettlement according to regulations.
At the same time, the Department of Finance also recommended that the Hanoi People's Committee allocate capital for the City Development Investment Fund to purchase commercial housing for resettlement.
Currently, some investors are facing difficulties in capital sources. Investors requested Hanoi to completely resolve the problems.
At the same time, it is approved for investors to sell the above housing fund to the market according to the contracts signed by both parties to remove difficulties for investors.
