Hanoi proposes a special mechanism for agricultural land
The Hanoi People's Committee has just submitted a document to the Hanoi People's Council proposing to issue a Resolution regulating the conditions, order, and procedures for granting construction permits; the ratio of area used to build works on agricultural land serving agricultural production in the city.
Hanoi has a natural area of 3,359.89 km2, an agricultural land area of 1,886 km2 (equivalent to 188.6 thousand hectares), accounting for 56.34% of the total natural land area.
To restructure agricultural production, in agricultural production activities in the city, over 500 concentrated agricultural production areas have been formed with an average scale of 10 hectares to over 100 hectares per area.
According to reports from localities and survey results and assessments of the current situation in the city, many organizations and individuals have a need to build works on agricultural land to serve production development, applying advances in science, technology and high technology to production to maximize land use efficiency and increase economic efficiency in agricultural production.

Proportion of agricultural land area used for construction
1.Constructions directly serving agricultural production a) Constructions serving agricultural supplies, machinery, and labor tools
b) In the area of concentrated flower and ornamental plant production: organizations and individuals with a land area of 2,000 m2 or more are allowed to use no more than 1.5% of the area to build 01 project, with a maximum construction area of 30 m2.
2) In the area of concentrated fruit tree production: organizations and individuals with a land area of 10,000 m2 or more are allowed to use no more than 0.3% of the area to build 01 project, with a maximum construction area of 30 m2.
3) In the concentrated aquaculture area: organizations, individuals, and households with an aquaculture land area of 5,000 m2 or more are allowed to use no more than 0.6% of the area to build 01 project, with a maximum construction area of 30 m2.
b) Incubator and agricultural plant grower: Organizations and individuals in the area are allowed to use up to 80% of the land area to build incubators and agricultural plant growers.
c) Construction works for production of trays for planting: Concentrated rice production areas with a minimum area of 300 hectares are used for construction of no more than 0.02% of the area, maximum construction area of 700 m2, an area is allowed to build a maximum of 01 construction for sowing, leveling and serving the storage of machinery and equipment (sowing trays, planting machines and other machinery and equipment).
2. Works serving agricultural product processing and preservation
a) For concentrated vegetable production areas, concentrated flower production areas, concentrated fruit growing areas: 0.1% of the area of the area is used to build works, according to the principle that 01 work is built per 10 hectares. The minimum area of 01 project is 100 m2 and the maximum is 300 m2, a maximum of 05 projects are allowed in one area.
b) For concentrated rice-producing areas with an area of 100 hectares or more, a maximum of 0.1% of the area is used to build works. The maximum area of 01 project is 1,000 m2, a maximum of 02 projects are built in one area.
3. Works serving the display and introduction of agricultural products: are used for no more than 0.1% of the area for construction, the area of a work is at least 100 m2 and a maximum of 200 m2, a work area is allowed to be built with a maximum of 01 work.
4. Tourist landscape works: Not used to exceed 0.1% of the concentrated agricultural production area but the total construction area is not more than 500 m2 to build works, of which a maximum of 200 m2 is used to build a reception house, 50 m2 is used to build a toilet or install a mobile toilet, the rest is a resting hut and other architectural works without house structures.
It is expected that the above content will be considered and approved by the Hanoi People's Council at the thematic session held on September 29.
