Proposal to build Van Phong international airport under PPP form

Khanh Hoa - Van Phong International Airport is expected to be completed in 2029, welcoming 1.5 million passengers/year.

In October 2024, Chairman of Khanh Hoa Provincial People's Committee Nguyen Tan Tuan signed a document to send to the Ministry of Transport and the Civil Aviation Authority of Vietnam regarding the acceptance and completion of the Project to study the possibility of forming Van Phong International Airport.

The research and establishment of the Project to study the possibility of forming Van Phong International Airport is a very important basis, contributing to the effective implementation of three strategic breakthroughs, contributing to the development of Van Phong Bay area as one of the three key economic - social areas of the province, developing the North Van Phong area into an international-class tourist and resort urban area, and the South Van Phong area into an industrial center.

The research airport location is in Van Thang commune, Van Ninh district, about 65km south of Nha Trang city, about 108km south of Cam Ranh international airport, and about 48km north of Tuy Hoa airport (Phu Yen).

Total planned land area is 497.1 hectares, project implementation is expected from 2023 to 2029.

The planned airport planning area is located entirely on coastal water, without residents, protective forests, mangrove forests, historical relics and no planning for boat anchorage or storm shelters, convenient for compensation and site clearance, not affecting houses and existing structures.

Van Phong International Airport is being researched and designed for initial investment with a capacity of 1.5 million passengers/year according to ICAO level 4E design standards and level I military airport.

Khanh Hoa Provincial People's Committee proposed a plan and recommended a socialized investment model according to 3 plans, but proposed an investment model according to plan 3.

According to option 3, the State will call on PPP investors to build airport facilities, civil aviation areas, and connecting traffic systems (excluding facilities ensuring flight operations) after the State hands over clean land.

The State manages and operates facilities to ensure flight operations; PPP investors manage and operate facilities for airport areas and civil aviation areas at Van Phong International Airport.

The total investment in the construction of Van Phong International Airport in the first phase is very large, about 9,214 billion VND (excluding interest), serving 1.5 million passengers/year, equivalent to 600 passengers/peak hour.

According to Khanh Hoa province, to ensure that the State capital invested from the budget is reasonable, feasible and effective according to the law on investment under the public-private partnership method, it is necessary to have specific mechanisms and policies for the project.

Accordingly, the State budget capital is about 2,150 billion VND; the private sector investment capital is about 7,064 billion VND.

After the Prime Minister reviews and supplements the planning, Khanh Hoa province will call on domestic and foreign strategic investors to be interested in and participate in researching and investing in the construction of the Van Phong International Airport project under the PPP method.
