According to the People's Committee of Dien Bien province, the whole province is currently implementing 10 key projects (5 budget capital projects, 5 non-budget capital projects). Although all levels and sectors have made many efforts, the progress of the projects is slower than the plan.
The biggest "bottleneck" is identified as compensation and site clearance (GPMB). In reality, the workload in these projects is very large, the process is complicated, while the local specialized staff is still lacking and weak.
The Nam Rom River Basin Multi-disaster Management Project has a total investment of more than VND 981 billion, although 7/7 packages have been implemented, the construction volume has only reached 44.55%. According to the plan, this project must be completed before December 31, 2025.
The project's site clearance work is still in disarray when only 279 out of 514 households have handed over clean land (reaching 64.52%).

While the site clearance work in Thanh Nua commune has been completed, central wards such as Dien Bien Phu, Muong Thanh or Thanh Yen commune have low handover rates.
Similarly, the project of items under the overall investment project to build the Provincial Sports Center, the site clearance work has only stopped at the steps of marking and measuring, and has not yet conducted an inventory and compensation plan. The construction is only estimated to reach about 10% of the volume, the disbursement of capital has only reached 25.4% of the plan (12.7 billion VND).
For 2/5 key projects using non-budgetary capital, the province has approved the investment policy and assigned investors.
Accordingly, the Him Lam New Urban Area project, east of 7/5 Street (in Area A) has completed the approval of a compensation plan for 100% of the area, but there are still 10 households that have not agreed to hand over the site.
At the social housing project of the new urban residential area project north of Hoang Van Thai - Khe Chinh street, Muong Thanh ward. The Provincial People's Committee has also just decided to approve and assign VCN Investment Joint Stock Company (headquartered in Khanh Hoa province) as the investor, directly implementing the project, with a total investment capital of more than 69.58 billion VND. The project is expected to start construction in the first quarter of 2026.

Faced with the above situation, at a recent conference to assess the implementation of a number of key projects in the province, Secretary of the Dien Bien Provincial Party Committee Tran Quoc Cuong issued "hot" instructions, requiring the Provincial People's Committee and departments and branches to take more drastic action.
The Provincial Party Secretary suggested that the Provincial People's Committee increase staff to communes and wards to support the implementation of key projects. In particular, support the appraisal and approval of resettlement compensation and site clearance plans.
At the same time, the Provincial People's Committee assigned officials directly in charge of the project, each key project assigned a provincial leader to directly be in charge, responsible for the project progress and link that result with the work completion results.

Mr. Tran Quoc Cuong also suggested that agencies and localities try not to extend the time, focusing on solutions to implement the project. In particular, it is necessary to focus on prioritizing the most important projects, especially projects to build resettlement areas to stabilize people's lives.
"The implementation of projects is also an opportunity to evaluate capable and responsible cadres in their work, while at the same time, streamlining those who are inadequate and irresponsible" - the Secretary of the Dien Bien Provincial Party Committee emphasized.
