After many meetings to discuss solutions to put surplus facilities into use, avoiding waste, this province has decided to prioritize reasonable arrangement between newly established administrative units.
In particular, redundant headquarters will be prioritized for the commune level - where the headquarters are located, or for other agencies, organizations, and units of the State in need (including central agencies).
In addition, a head office can be used together for many agencies, organizations, and units.

In addition, some headquarters can be converted to serve as medical and educational facilities, or used for other public purposes of the locality such as: library, park, cultural institution, sports...
Of the 2,090 working headquarters and career facilities, Dien Bien Phu city and Dien Bien district (old) manage 51 headquarters and facilities. The remaining districts and towns manage 252 headquarters and facilities.
Many headquarters of the People's Committees at the commune and ward levels (old) were transferred to agencies, organizations and units at the provincial level.

The headquarters of the People's Committee of Muong Thanh Ward (old) was transferred to the Relic Management Board under the Department of Culture, Sports and Tourism.
The headquarters of the People's Committees of Tan Thanh, Thanh Binh, and Him Lam wards (old) will be transferred to provincial departments, branches, and sectors such as: Provincial Inspectorate, Department of Ethnic Minorities and Religions, Project Management Board and Land Fund Development of Area 1.
The headquarters of Thanh Nua Commune People's Committee, Noong Bua Ward (old) and the headquarters of Dien Bien Dong District Plant Protection Station (old) will be transferred to the Department of Agriculture and Environment to arrange working headquarters such as: Forest Protection Department, Rural Development and Economic Cooperation Department.

The headquarters of the departments and offices of the old Dien Bien district were also transferred to units such as: Project Management and Land Fund Development Board of Area 2, Vocational Education - Continuing Education Center 1, Department of Industry and Trade, Department of Agriculture and Environment.
In addition, the Him Lam Ward Cultural House under the People's Committee of Him Lam Ward (old) was transferred to Nhan Dan Newspaper to arrange the working headquarters of the Nhan Dan Newspaper Representative Office in Dien Bien Province.

For vocational facilities such as schools, the new commune-level administrative units are responsible for receiving and inheriting the original status to arrange for schools in the area.
According to statistics, the whole province has 1,787 career activities (including kindergartens, primary schools, and inter-level primary schools - junior high schools, junior high schools) that will be managed by the People's Committees at the commune level.
