On July 1, 45 newly merged communes and wards in Dien Bien province officially operated a 2-level government with excitement, trust and expectation.
In contrast to concerns about possible disruptions, the headquarters of the People's Committee of the new Bung Lao commune (merged from the communes of Bung Lao, Chieng Dong and Ang To) has been bustling since early morning.
Cadres, civil servants and public employees according to their duties were present, ready to receive and guide people to carry out administrative procedures.

The total number of cadres, civil servants and public employees after the reorganization in Bung Lao commune is 88 people, of which the commune government is 55 people. The new administrative unit has an area of about 145.85 km2 and a population of nearly 20,000 people.
According to Lao Dong, the sign "Bung Lao Commune Public Administration Service Center" was just put up solemnly, the flag and flowers after the announcement ceremony are still brilliant. Some people were present at the Bung Lao Commune Public Administration Service Center (old Bung Lao Commune headquarters), bringing documents and records to carry out the necessary procedures.


Mr. Ly A Giang (Phu Tu village, the old Ang To commune) said: "Although the new commune headquarters is a little further away than before, I see the cadres flourishing and enthusiastically guiding. The merger of 3 communes into a larger Bung Lao commune will help focus resources and invest more synchronously, we are very excited and confident".


Sharing the same sentiment, Mr. Lo Van Tien (Bung village, old Bung Lao commune) said: "This is a major policy of the Party and State, we and the people fully support it. On this first day, seeing the apparatus working urgently, did not let people have to wait long.


Mr. Phung Van Giap - Deputy Director of the Bung Lao Commune Public Administration Service Center - said that although there was still a bit of confusion, with the careful preparation of the staff on the first day of operation, everything took place quickly and with quick procedures.
The merger may bring some changes in initial activities, but all share the same belief in the breakthrough development of their homeland in the future.

Speaking with Lao Dong, Mr. Ta Manh Cuong - Party Committee Secretary, Chairman of the People's Council of Bung Lao commune - said that the top priority of the new apparatus is to quickly stabilize the organization and ensure uninterrupted operations to serve people and businesses.

"The commune focuses on arranging and arranging facilities in the direction of making the most of available resources. The headquarters of the old Bung Lao commune will be the administrative center of the new commune. At the same time, to facilitate the people, a number of cadres and civil servants will still work at the headquarters of the old Ang To and Chieng Dong communes to resolve the necessary procedures" - Mr. Cuong informed.


Regarding equipment, all assets and machinery are transferred under payroll 3 to the new Bung Lao commune, ensuring continuity in work, avoiding waste. Up to now, the arrangement and use of facilities after the merger has been basically stable, ready to serve the people.

Mr. Ta Manh Cuong added that immediately after coming into operation, the commune will urgently plan a new commune, setting a goal of striving to build Bung Lao commune to meet the standards of a type V urban area.
According to the Resolution of the National Assembly Standing Committee on the arrangement of commune-level administrative units of Dien Bien province, 129 communes, wards and towns will be rearranged to establish 45 new commune-level administrative units (42 communes, 3 wards).
