Pursuant to Clause 4, Article 76 of the 2023 Housing Law, it is specifically regulated as follows:
Article 76. Subjects entitled to social housing support policies
4. Poor and near-poor households in urban areas.
Thus, according to the above regulations, poor and near-poor households in urban areas are one of the beneficiaries of social housing support policies.
Referring to Clause 1, Article 48 of Decree 100/2024/ND-CP, it is stipulated as follows:
Article 48. Borrow preferential capital to buy or rent social housing; build or renovate or repair houses at the Social Policy Bank
1. Subjects specified in Clause 1, Clause 4, Clause 5, Clause 6, Clause 7 and Clause 8, Article 76 of the Housing Law to be eligible for preferential loans to buy or rent-purchase social housing must meet the following conditions:
a) Have a source of income and be able to repay debts as committed to the Social Policy Bank.
b) Having a letter of request for loan to buy or rent social housing.
c) Having a contract for the purchase or lease-purchase of social housing with the investor in accordance with the provisions of this Decree and the law on housing.
d) Implement loan guarantees in assets formed from loans according to the provisions of law. The Social Policy Bank, investors and borrowers must clearly stipulate the management and handling methods of collateral assets in the Tripartite Contract.
Thus, for poor households in urban areas who want to borrow preferential capital to buy and rent social housing, they must meet the following conditions:
(1) Have a source of income and the ability to repay debts as committed to the Social Policy Bank.
(2) Having a loan application for buying or leasing social housing.
(3) Having a contract for the purchase or lease-purchase of social housing with the investor in accordance with the provisions of this Decree and the law on housing.
(4) Ensure loans in assets formed from loans according to the provisions of law. The Social Policy Bank, investors and borrowers must clearly stipulate the management and handling methods of collateral assets in the Tripartite Contract.
