The Government issued Decree No. 261/2025/ND-CP amending and supplementing a number of articles on a number of specific mechanisms and policies for social housing development. The Decree officially takes effect from October 10, 2025.
Notably, Clause 1, Article 30 stipulates income conditions as follows:
In case the petitioner is unmarried or confirmed single, the average monthly income actually received shall not exceed 20 million VND according to the Salary and Salary Table confirmed by the agency, unit, or enterprise where the subject works.
In case the petitioner is an unmarried person or is confirmed to be single and raising a child under the age of majority, the actual average monthly income received shall not exceed 30 million VND as calculated in the Salary Table, confirmed by the agency, unit or enterprise where the subject works.
In case the plaintiff is married according to the provisions of law, the plaintiff and his/her husband (husband) with a total average monthly income shall receive no more than 40 million VND in salary according to the Salary and Salary Table confirmed by the agency, unit, or enterprise where the subject works.
The time to determine income conditions as prescribed in Point a, Point b of this Clause is within 12 consecutive months, calculated from the time the competent authority implements the confirmation.
Based on the conditions and income levels of each area in the area, preferential housing policies for cadres, civil servants, and public employees, and the number of dependents according to the provisions of law, the Provincial People's Committee may decide on the coefficient for adjusting the income level prescribed in Point a and Point b of this Clause but not exceeding the ratio of local per capita income compared to the national per capita income; decide on policies to encourage access to social housing for beneficiaries of social housing support policies with three (03) dependents or more in the same household.
According to information from the Hanoi Department of Construction, from now until the end of 2025, Hanoi has 5 social housing projects receiving applications for registration to buy, rent, and lease-purchase. All are new projects with selling prices ranging from 18.4 - 29.4 million VND/m2.
- Social housing project at CT3 land plot, in Kim Chung new urban area, Thien Loc commune (formerly Kim Chung commune, Dong Anh district).
The project consists of 3 12-storey buildings. The total number of apartments on the market is 1,100, providing accommodation for 3,900 residents. Of which, 589 houses are social housing for sale, 212 houses are for rent, 128 houses are for rent, the rest are commercial houses. The expected completion time is the fourth quarter of 2026.
The project is expected to receive documents from November 10 to December 19. The selling price is 18.4 million VND/m2. The rental price is 91,700/m2/month; the rental price is nearly 313,000 VND/m2/month.
- Social housing project in Kim Hoa urban area, Tien Thang commune (formerly Kim Hoa commune, Me Linh district). Currently, the investor is in the process of receiving documents and is expected to stop collecting on November 5.
- The project consists of 720 apartments, of which 648 are for sale and 72 are for rent. In the first collection of documents, 408 apartments were sold at nearly 20.2 million VND/m2. 72 apartments for rent at 244,515 VND/m2/month. The apartment is expected to be handed over at the end of 2026.
- Another project preparing to open for sale in the fourth quarter of 2025 is social housing in Dong Anh commune (formerly Uy No commune, Dong Anh district).
The project consists of 4 9-storey buildings, 1 basement and 1 attic. The total number of apartments here is 466, of which 419 are for sale and 47 are for rent. The area of the apartments ranges from 40 - 76.6 m2. Notably, this project does not rent social housing or sell commercial apartments.
The selling price of apartments here is 20.6 million VND/m2. The rental price is 288,527 VND/m2/month. The project is expected to be completed in the fourth quarter of 2026.
Next is social housing N01 Ha Dinh. The project has a relatively prime location when located in Thanh Liet ward (formerly Tan Trieu commune, Thanh Tri district).
The N01 Ha Dinh social housing project is 25 floors high, corresponding to 440 apartments. Of which, 365 houses are social housing and 75 houses are commercial housing. For social housing alone, 255 apartments are for sale, 37 apartments are for rent and 73 apartments are for rent.
The selling price of social housing here is 25 million VND/m2. The rental price is 150,000 VND/m2/month; the purchase price is 390,000 VND/m2/month. The project will collect documents in the fourth quarter of 2025 and is expected to be completed by the end of 2027.
Rice City Long Chau project. The project consists of 3 CT1, CT2, CT3 buildings with 22 floors, corresponding to 1,951 apartments. Of which, 1,765 apartments are for sale at the price of 29.4 million VND/m2. The remaining apartments are for rent, priced at 346,701 VND/m2/month.
The project is in the process of receiving documents and will "close the book" on November 4.
