The Rice City Long Chau project (Bo De ward, Long Bien district, Hanoi) is receiving applications for the first phase of social housing purchase and rental online, with a total of 1,765 apartments for sale ( dossier receipt period from October 1 to November 4).
However, many people reported that the process of preparing and submitting documents still faces many difficulties, especially in the process of reviewing and operating the online registration system.
Ms. Nguyen Khanh Linh (residing in Hanoi) said that she had to take a leave of absence to complete the documents, but for more than 10 days she has not been able to submit because the system has been reporting overload.
submitting documents online helps avoid queuing, but each day is limited to receiving 70 documents, making it impossible for many people to submit even if they are qualified. With just over a week left until the deadline, I am very worried about missing the opportunity to buy social housing" - Ms. Linh shared.
Similarly, Mr. Tran Hoai Nam (character's name has been changed) said that he had to put his work on hold for many days to wait to submit the application.
The system is often overloaded, even though I try to access it early, I still cant complete it. I felt very tired and helpless, said Mr. Nam.

According to people's feedback, the online registration system often encounters problems, the website is constantly overloaded, slow to access, even suspended or cannot be logged in. In some cases, even though the application has been completed, the confirmation code cannot be received via email, causing the application to not be recognized by the system.
Talking to Lao Dong, Mr. Le Quang Huy - Deputy General Director of BIC Vietnam Company - said that the unit is implementing the reception of documents for buying and renting social housing online, with a limit of 70 documents per day.
After 21 days of opening the system, 1,219 dossiers have been successfully submitted, including 134 cases in priority group No. 1 such as war invalids, people with meritorious services to the revolution, relatives of martyrs and people with disabilities.
According to Mr. Huy, the form of online application submission is applied to reduce crowded gatherings, avoid long queues when submitting directly, especially in unfavorable weather conditions.
However, the number of people interested is currently very large - about 2,500 people want to submit applications every day - while the system only collects 70 applications, leading to a situation where many people access but cannot submit.
"We have noted that not everyone who accesses online can submit documents. When the system displays a round, it is a random selection of people allowed to submit, but many people mistakenly understand that the system is suspended, lag or paralyzed" - Mr. Huy said.
BIC Vietnam representative confirmed that the system only had an error for about 10 minutes on October 9, 2025, and was then immediately fixed. Mr. Huy said that there is a phenomenon of some components deliberately opposing the form of online records collection, in order to reduce the reputation of investors, while taking advantage of spreading hard-to-reach system news to sell "different" and "diplomatic" prices at high prices.
No investor has enough human resources and resources to receive, evaluate and process nearly 10,000 records. We have currently provided nearly 10,000 documents to customers, which is a huge number, he emphasized.
Regarding the approval process, Mr. Huy said that scoring documents is not easy, because there are up to 12 different groups of subjects, each group corresponds to a separate set of documents, and at the same time, the authenticity of each document must be checked and verified.
Its not easy to complete the marking of a set of documents, let alone the number of thousands of documents, he added.
