Deploying 31 projects with over 28,000 apartments
Currently, the province has allocated land to build social housing for 99 projects. This includes independent projects and projects under the 20% land fund for social housing development in commercial housing projects. There are 28 independent social housing projects, 58 social housing projects under the 20% land fund for social housing development in commercial housing projects, and 13 worker accommodation projects in industrial parks.
Mr. Chu Duc Long - Deputy Director of the Department of Construction of Ninh Binh province - said that from 2021 to now, the whole province has planned to implement 31 projects with about 28,348 apartments. Of which, 4 projects have been completed and 1 project has completed 4/11 buildings, with a total of 3,146 apartments.
There are 11 projects under construction with a total of 9,459 apartments and 16 projects have been approved by the Provincial People's Committee for investment with a total of about 15,743 apartments. Some independent social housing projects are also applying for investment policies.
Shortening the time to handle administrative procedures
Ninh Binh Provincial Party Committee has established a Steering Committee on social housing development and implemented housing support policies for subjects in the province. At the same time, develop and promulgate annual and 5-year plans and targets for social housing development for the period 2026 - 2030 according to the targets assigned by the Prime Minister.
Deputy Director of the Ninh Binh Provincial Department of Construction Chu Duc Long said that the Department has advised the Provincial People's Committee on the proposal to develop a Resolution of the Provincial People's Council promulgating regulations on the mechanism to support the implementation of social housing construction investment projects in Ninh Binh province.
Mr. Tran Anh Dung - Vice Chairman of Ninh Binh Provincial People's Committee - said that in order to have a breakthrough and growth solution for social housing development, Ninh Binh Provincial People's Committee is assigning the Department of Construction to preside over and coordinate with departments, branches, sectors, People's Committees of communes and wards to focus on reviewing and making statistics on cadres, civil servants, public employees, and workers who face difficulties in housing and travel due to the impact of the process of restructuring the apparatus.
The Provincial People's Committee also requires investors to focus resources on implementation, determined to complete the target in 2025. Urge investors of commercial housing projects to carry out investment procedures for building social housing on the 20% land fund of the project according to the provisions of the Housing Law 2023 to start construction in 2025.
"Departments, branches and localities absolutely must not issue regulations that cause difficulties and administrative procedures that cause inconvenience to businesses and people. Administrative procedures for social housing projects must be carried out in green and priority streams" - Mr. Dung said.
