Accordingly, Thien Huong ward dialogues and mobilizes households subject to land recovery coercion to implement the Project to build a resettlement area in Hoa Dong commune, Lam Dong commune (now Thuy Nguyen ward, Thien Huong ward) to serve site clearance for a number of projects in the city.
The project was approved by Hai Phong City People's Committee in Decision No. 883/QD-UBND dated April 5, 2023 with the goal of synchronously building technical infrastructure for the resettlement area on an area of about 29.7 ha, with a scale of about 1,050 land plots, meeting the needs of resettlement to serve site clearance for key projects in the city. At the same time, the project is expected to contribute to urban embellishment, promote socio-economic development and realize the city's development plan.
Over the past time, Thien Huong Ward People's Committee and specialized agencies have fully implemented procedures from implementing land recovery notices, inventorying, determining land origin; preparing, publicizing and approving compensation, support, and resettlement plans in accordance with the law; and at the same time, many times organizing propaganda, dialogues, and policy explanations to create consensus among the people. However, up to now, some households and individuals have not complied with the handover of land.
At the conference, households exchanged and raised opinions and recommendations related to compensation and support plans; proposed to arrange additional resettlement or hand over resettlement to family members and related rights.
After listening to people's opinions, representatives of specialized agencies directly answered and clarified relevant legal regulations. Some previous recommendations have been considered and answered in writing by functional agencies and complaints have been resolved according to their authority.
Representatives of the leaders of Thien Huong Ward People's Committee affirmed that the resettlement area project is of great significance, serving resettlement arrangement to implement many socio-economic development projects of the city. The land acquisition, preparation and approval of compensation, support, and resettlement plans are all carried out in accordance with the law and decisions of Hai Phong City People's Committee.
Therefore, agencies, units, mass organizations and local authorities continue to promote propaganda and mobilization to make households agree with the state's policy, and voluntarily comply with land acquisition decisions and hand over land to ensure project implementation progress.
For cases where households and individuals have been propagated, mobilized, and dialogued but still do not comply with the handover of land, the Thien Huong Ward Land Recovery Coercion Board will complete the procedures according to the provisions of law to organize land recovery coercion, expected to be implemented in the third quarter of 2026.
