On May 29, information from the People's Committee of Nghe An province said that Vice Chairman of the Provincial People's Committee Hoang Phu Hien has just directed to urge, remove difficulties, and accelerate the progress of a number of social housing (NOXH) projects in the province.
Through actual inspection, provincial leaders reviewed the progress of many key social housing projects, including the social housing project in the low-income housing area in Dong Dau urban area in Truong Vinh ward invested by Dai Hue Commercial Construction Investment Joint Stock Company.
The project has a scale of 308 social housing apartments but has not yet started construction. According to the investor's report, the project has been delayed since October 2025. Currently, the enterprise is carrying out procedures to request an extension of land use progress and project implementation progress.
The investor requested the Department of Agriculture and Environment and the Department of Finance to soon advise the Provincial People's Committee to consider extending the progress to have a basis for construction deployment, ensuring project completion according to plan.
At the housing project for low-income people and officials and employees in Vinh Loc ward invested by Nghe An Petroleum and Commercial Investment Joint Stock Company, the total number of social housing units is 89 units.
In which, the 5-story D1 apartment building with 60 apartments has completed the rough construction and is being completed for use. The 5-story D2 building with 29 apartments has not yet started construction, is deploying construction drawing design and is expected to start construction in May 2026. The investor is committed to completing all 89 apartments in 2026.
Vice Chairman of the Provincial People's Committee Hoang Phu Hien assigned the Department of Agriculture and Environment, the Department of Finance, the Department of Construction, the Southeast Economic Zone Management Board and relevant localities and units to urgently study and remove difficulties and obstacles under their authority; create favorable conditions for investors to complete projects as committed.
The province's target for 2026 is to complete about 4,963 social housing units, of which striving to complete about 2,129 social housing apartments for low-income people being implemented in the area.
According to Resolution No. 7/NQ-CP dated January 12, 2026 of the Government, Nghe An is assigned to complete 26,825 social housing units in the period 2025 - 2030. In 2026 alone, the province must complete 2,000 apartments; in 2027 and 2028, complete 5,800 units each year; in 2029 and 2030, complete 5,900 units each year.
Currently, the whole province has 21 social housing projects that have selected investors, 6 projects are preparing to select investors, 4 independent social housing projects for industrial park workers and 6 worker accommodation projects. Total scale of more than 30,800 apartments.
In the period 2021 - 2024, Nghe An has completed 1,675 social housing units. Leaders of the Department of Construction said that the unit will continue to advise the Provincial People's Committee to synchronously implement solutions to remove investment procedures, planning, and land. At the same time, accelerate the preparation of land funds, technical infrastructure and investor selection to complete the assigned social housing targets, contributing to ensuring social security and improving the lives of workers in the area.
