Thuong Cat Ward People's Committee (Hanoi) has issued regulations on drawing lots to determine the location of resettlement land plots when the State recovers land to implement component projects 1. 2: Compensation, support, and resettlement for site clearance under the project to invest in the construction of Thuong Cat bridge across the Red River and roads at both ends of the bridge in Thuong Cat ward.
Accordingly, the organization of a lottery to determine the location of residential land plots for resettlement must ensure publicity, transparency, democracy and compliance with legal regulations; prioritizing cases belonging to policy families and people with meritorious services.
The number of lottery tickets corresponds to the number of households and individuals (referred to as households) eligible for resettlement according to legal regulations.
Location of resettlement land allocated: 4.35ha resettlement land area in Thuong Cat ward.
Area of residential land allocated for resettlement: Equal to the area of residential land recovered but not less than the minimum resettlement rate (50m2) specified in Clause 1, Article 22 of Decision No. 40/2026/QD-UBND dated April 2, 2026 of the City People's Committee and not exceeding the maximum new residential land allocation limit (90m2) in the locality, except for cases specified in Clause 3, Article 21 of Decision No. 40/2026/QD-UBND dated April 2, 2026 of the City People's Committee.
Land use fee collection price when allocating resettlement: According to the land price list issued by the Hanoi City People's Council and the land price adjustment coefficient issued by the City People's Committee at the time of approval of the compensation, support, and resettlement plan as prescribed in Clause 3, Article 111 of the 2024 Land Law.
The draw process is based on the principle that each household is only allowed to draw 1 ballot once, each time only 1 ballot is drawn. After the draw, there is no right to refuse or change the drawn results.
The draw location is at the hall on the 1st floor, Thuong Cat 4 cultural house.
The organization time is according to the notice of the Thuong Cat Ward Investment - Infrastructure Project Management Board and is sent to each household that is eligible for residential land compensation or is allocated residential land for resettlement.
According to Thuong Cat Ward People's Committee, households belonging to priority cases include:
1. Households voluntarily hand over land 5 days before organizing a lottery when requested by competent authorities.
2. Households that are people with meritorious services to the revolution (confirmed by the Culture and Social Affairs Department of Thuong Cat ward), including: People who participated in revolutionary activities before January 1, 1945; People who participated in revolutionary activities from January 1, 1945 to the August Uprising of 1945; Vietnamese Heroic Mothers; Heroes of the People's Armed Forces; Labor Heroes during the resistance period; War invalids, people enjoying policies like war invalids; Injured soldiers; People who participated in resistance activities infected with chemical toxins; People who participated in revolutionary activities, resistance activities arrested and imprisoned by the enemy; People who participated in the resistance war to liberate the nation, protect the Fatherland and perform international duties.
Documents proving that they belong to the above-mentioned priority subjects should be sent to the headquarters of the Thuong Cat Ward Investment - Infrastructure Project Management Board during office hours 5 days before the draw is organized according to the notice.
After the above deadline, if the household does not submit all documents proving that it is a priority object, it will be determined that the household is not a priority object and all related issues will not be resolved.
