The Standing Committee of the Dong Ngac Ward Party Committee, Hanoi City, has just organized an expanded Conference of the Standing Committee of the Party Committee, listening to reports on the situation and results of site clearance for the Tay Thang Long road construction project, the section from Pham Van Dong street to Van Tien Dung street.
Total investment of the project is 2,344 billion VND. Site clearance costs are 1,673 billion VND. The total area expected to be recovered for project implementation is 19.2ha. Of which, agricultural land is 15.93ha; residential land is 3.27ha.
Regarding the implementation results, to date, the total recovered land area is 19.2ha (mainly agricultural land) related to about over 681 organizations, households, and individuals whose land has been recovered; the number of graves that need to be moved is 350 graves.
Currently, the project has approved agricultural land and non-agricultural land for 15.93 ha/227 organizations, households, and individuals; 350 tomb relocation plans. Residential land has been cleared for 0.47 ha/3.27 ha for 87/454 households and individuals.


Regarding existing problems and obstacles, there are currently 367 cases that have not been approved for plans. The Infrastructure Investment Project Management Board has organized investigations from January 8, 2026 to January 17, 2026; organized mobilization on January 17-18, 2026 and January 22-23, 2026.
Regarding the implementation results, there are 153 cases of coordination (33 cases have been investigated; 120 cases are being measured); 185 cases of non-coordination (compulsory inventory decisions have been issued, decisions have been sent to households and invited to the Ward People's Committee for mobilization); 29 cases have no contact information.
The report also clearly stated some difficulties and obstacles such as some households not agreeing on the compensation unit price, still making recommendations related to the origin of land, measured area; some cases of construction on land after the time of land acquisition notice; the verification of legal documents is still complicated.
The Ward People's Committee has proposed solutions such as strengthening propaganda, direct dialogue; assigning officials to closely monitor each household; closely coordinate between professional departments and divisions of the ward to promptly remove obstacles.
Regarding the implementation plan and proposals: For 33 cases that have been investigated, publicize the draft on February 28, 2026. It is expected to be completed and approved before March 5, 2026.
Mr. Ngo Van Nam - Secretary of the Party Committee, Chairman of the Ward People's Council said that the site clearance for the Tay Thang Long road project is a particularly important political task, demonstrating the ward's spirit of responsibility to the city.
To continue implementing the project, Secretary of the Party Committee, Chairman of the Ward People's Council emphasized: The Tay Thang Long road project is a key traffic project of the city, of great significance in completing the Northwest frame infrastructure of the Capital, synchronously connecting with major traffic axes, creating motivation for local socio-economic development.
To ensure the completion of the goals according to the assigned schedule, Party Secretary Ngo Van Nam requested to continue to thoroughly grasp the guiding documents of the City Party Committee and the City People's Committee to promote the role of the head; each assigned official must be directly responsible to the Standing Committee for the implementation results.
The Ward People's Committee focuses on completing 100% of the work of inventorying and confirming the origin of land in February 2026; urgently approving and paying compensation to eligible households; strengthening dialogue and mobilizing the remaining households, striving to hand over at least 90% of the land area before March 15, 2026 and complete site clearance of 100% of the land area before March 31, 2026. At the same time, coordinate with the police force and the Ward Military Command to ensure security and order during the implementation process.
