The Cat Tuong Smart City social housing project (Yen Phong) has a total area of 9.4 hectares, a total investment of 1,778 billion VND - one of the largest social housing projects in Bac Ninh today.
The project was honored to be visited by Prime Minister Pham Minh Chinh in July 2023. Here, the Prime Minister requested that Bac Ninh province be used as a model for social housing development, and replicated nationwide.
The project has now been handed over about 9 hectares of land, the investor has basically completed the construction of the blocks of houses in the project. At the same time, it has opened for sale in 3 phases with nearly 1,000 apartments, receiving great attention from workers and low-income people in the area.
However, speaking with a reporter from Lao Dong Newspaper, the representative of the investor of the Cat Tuong Smart City social housing project (Yen Phong, Bac Ninh) said that up to now, the project still has 0.4 hectares that have not been handed over the site. This is the area where schools, medical stations and cultural houses are expected to be built in the project.
In December 2024, the project investor sent an official dispatch to the People's Committee of Bac Ninh province requesting site clearance and handing over the remaining land for the enterprise to implement construction.
Then, in January 2025, the Chairman of the People's Committee of Bac Ninh province issued a document assigning the People's Committee of Yen Phong district to preside over and coordinate with agencies to promptly complete the site clearance for the Cat Tuong Smart City project, handing it over to the investor for implementation according to regulations.
However, after more than 2 months, the site clearance work at the project has not made progress.

On March 22, Chairman of the People's Committee of Bac Ninh province Vuong Quoc Tuan held a meeting with businessmen in the first quarter of 2025 with the theme "Removing difficulties and obstacles, promoting the development of social housing".
At the conference, businesses, leaders of departments, branches and localities discussed and clarified a number of difficulties and problems in developing social housing, including difficulties in site clearance.
The Chairman of the People's Committee of Bac Ninh province requested localities with projects facing difficulties and problems in site clearance to urgently coordinate with investors to develop a site clearance plan for the remaining area before April 5.
Bac Ninh province has over 300,000 workers working in industrial parks. According to the Government's assigned targets, by 2030, Bac Ninh province must complete more than 65,000 social housing apartments, and in 2025 alone, more than 10,000 apartments.
