According to the housing development program for the period 2021-2030, vision to 2045 of the Dien Bien Department of Construction, in the period 2021-2025, 20,000 m2 of social housing floors will be developed, equivalent to about 400 new homes. This number will continue to be increased in the period 2026-2030 with 55,000 m2 of floors, providing about 1,100 more houses.
To realize the above goal, 12 prime land locations have been identified, mainly concentrated in urban areas with development potential with a total area of nearly 30 hectares and nearly 3,890 units.
But to this day, the picture of social housing development in Dien Bien still faces many difficulties.
The reason is that the local budget is still limited, and it is very difficult to allocate capital to invest in social housing development projects and housing development projects.
A specific factor is that no more industrial parks have been formed in the province, so there is no need to arrange housing for workers.

However, recently, the Dien Bien Department of Construction said that for 3 social housing investment projects in Thanh Nua commune and Dien Bien Phu ward (No. 6 Construction and Trading Co., Ltd., Lan Hung Real Estate Group Joint Stock Company proposed construction) it will strive to start construction in the second quarter of 2026.
According to Mr. Nguyen Minh Phu - Vice Chairman of Dien Bien Provincial People's Committee, the locality is directing administrative procedure reform in real estate and housing market development. In which, putting social housing projects into the "green channel" and "priority channel" groups.
The Provincial People's Committee requests functional agencies to organize the simultaneous implementation of procedures on investment, land, planning, construction and environment. The goal is to maximally shorten the time for appraisal and approval of projects, land allocation, and construction permits. Ensure a minimum reduction of 50% in the time and costs of compliance with administrative procedures.
To avoid the situation of "virtual fever" or lack of information, the province also requested the Department of Construction to promptly and fully disclose information about housing and the real estate market.
Regarding human resources, the Provincial People's Committee directs units to arrange a sufficient number of civil servants, assign specialized officials to monitor the field of social housing development, and not to be stalled due to lack of human resources.
On January 13, in Hanoi, Prime Minister Pham Minh Chinh chaired the 5th meeting of the Central Steering Committee for Housing Policy and the Real Estate Market.
The Prime Minister requested to reduce the prices of commercial housing, especially apartments, to a reasonable level, in accordance with the general development of the country. Control credit into economic growth drivers, direct credit into priority sectors and have risk management policies for credit into real estate.
Assigning specific tasks, the Prime Minister requested the Ministry of Construction to preside over and complete the dossier proposing competent authorities to consider and establish a Real Estate and Land Use Rights Trading Center managed by the State in January 2026.
