Specifically, for low-rise townhouses, the maximum rental price is 94,190 VND/m2/month; for 20/24-storey apartments with 1 basement, the maximum rental price is up to 190,285 VND/m2/month.
The prices include housing maintenance costs, excluding personal use costs such as electricity, water, parking, television, communications, etc.
This is the first time Thanh Hoa province has issued a separate price framework for social housing invested and built by businesses and individuals, not using the state budget. The issuance of the price framework creates a legal basis for controlling rental prices, protecting tenants' rights, and encouraging the private sector to participate in investing in social housing development.
The provincial People's Committee assigns the Department of Construction to preside over the implementation, periodically review and adjust when the market fluctuates. The Department of Finance coordinates to implement financial incentives for individual investors. People's Committees of districts, towns and cities are responsible for checking the implementation of the price bracket and reporting the situation to the Department of Construction.
Clear regulations on rental price framework are expected to contribute to solving the problem of housing shortage for disadvantaged groups and low-income people in urban areas and industrial parks, towards the goal of developing sustainable, transparent and efficient social housing.
