Citizens send questions to the Ministry of Agriculture and Environment with the content:
When carrying out procedures for changing land use purposes, I used Form No. 01 issued together with Decree No. 151/2025/ND-CP (supplemented by Decree No. 226/2025/ND-CP). In the "Requestant" section, I declared my full name, citizen identification number, date of issuance, and place of issuance.
However, when submitting the application at the One-Stop-Shop Department, the civil servant requested me to fully write the full names of all people named on the Land Use Right Certificate. I believe that according to the guidance in Section 3 of Form No. 01, for individuals who are representatives, it is only necessary to write the information of the representative.
So is the civil servant's request to declare as above correct or not?
Answering this content, the Ministry of Agriculture and Environment said:
According to the provisions of Form No. 01 issued together with Decree No. 151/2025/ND-CP, in case of having a legal representative according to the provisions of civil law, it is only necessary to declare the information of the representative, and it is not mandatory to fully record the names of other individuals named on the Certificate.
In case there is no legal representative, the requester must fully declare the information of all people named on the Land Use Right Certificate.
