With the determination to thoroughly handle the situation of slow-progressing projects, causing waste of social resources, Hanoi City is promoting the renovation and conversion of the function of Phap Van - Tu Hiep Student Housing Area into social housing and temporary residence. This is considered an important solution to supplement housing funds for people, and at the same time serve the site clearance of key projects of the Capital.

The Phap Van - Tu Hiep Student Housing Area project (Yen So, Hanoi) was started in 2009, once expected to become a concentrated housing model for students with a scale of 6 19-story buildings (A1 to A6), with a total investment of about 1,900 billion VND.

However, after many years, the project operated ineffectively, many buildings fell into a state of vacancy, causing waste of public investment capital and land funds. Faced with this situation, the Hanoi People's Committee decided to convert the function of some buildings to effectively exploit public assets, meeting the actual housing needs in the area.

Currently, the renovation and functional conversion work is being accelerated by construction units. According to the Hanoi City Civil Works Construction Investment Project Management Board, the conversion not only contributes to overcoming waste but also supports the implementation of the Government's Project to build at least 1 million social housing units in the period 2021 - 2030.
According to the approved plan, Hanoi City will renovate two buildings A2, A3 and build a new building A4 to develop social housing.

In which, two buildings A2 and A3 are being upgraded and renovated to meet the standards of social housing for rent. After completion, the two buildings will provide 768 apartments. Representatives of the Hanoi Department of Construction said that in June 2026, many apartments are expected to complete renovation, ensuring technical infrastructure and service conditions to put into operation.
For building A4, the project is expected to start construction in July 2026 after completing site handover. The project is 19 floors high and 1 basement, adding 408 apartments to the city's social housing fund, expected to be completed in 2027.

A noteworthy point in the conversion plan is the allocation of temporary housing funds to serve site clearance. In the immediate future, apartments after renovation will prioritize meeting the temporary housing needs of people subject to relocation, contributing to accelerating the progress of implementing key transportation and infrastructure projects of Hanoi City.
According to Mr. Nguyen Thanh Vinh, technical staff of Company 789 (the unit undergoing repairs), the project will be implemented from March 3, 2026 with a total of 360 rooms, expected to be completed and handed over before December 31, 2026.

With the attention and direction of functional agencies and the current construction progress, the project is fully capable of being completed on schedule," Mr. Vinh said.

According to experts, in the context of limited social housing supply in Hanoi, the conversion of the function of the Phap Van - Tu Hiep Student Housing Area is a necessary and timely solution. Not only contributing to "revving" ineffectively used projects, avoiding wasting public assets, the project also creates additional social housing supply, serving the goal of social security and sustainable urban development of the Capital.
