Expanding infrastructure, increasing room for private and international capital flows

The implementation of large-scale infrastructure projects is increasing the demand for medium and long-term capital in Vietnam.

According to Savills Vietnam, entering the 2026-2030 development phase, Vietnam is accelerating investment in strategic transportation networks, urban infrastructure, energy and digital economy. The increasing scale of projects is attracting medium and long-term capital needs, while promoting the participation of many different resources.

One of the notable projects is Gia Binh International Airport, with a total investment of about 196,378 billion VND. The project is implemented in stages, of which the first phase aims to complete the necessary items to serve APEC 2027.

By 2030, the airport is expected to reach a capacity of about 30 million passengers and 1.6 million tons of cargo per year. Some related air traffic operation assurance works are also being implemented in the form of public-private partnerships (PPP), showing the diversity of investment models in the overall project.

The room for international capital flows is also continuing to expand. In August 2026, the Ministry of Construction proposed to include four railway projects in the draft National List of projects calling for foreign investment in the period 2026 - 2030. Four projects include Bien Hoa - Vung Tau, Ho Chi Minh City - Can Tho - Ca Mau, Mu Gia - Vung Ang and Thap Cham - Da Lat, with a total estimated investment capital of about 445,100 billion VND, equivalent to about 17 billion USD, and are proposed to be implemented in PPP mode.

The expanding project portfolio shows that Vietnam's next development phase not only poses requirements for capital scale, but also for building appropriate investment structures so that the private sector and international investors can participate effectively. While public investment and bank credit continue to play an important role, the capital market and forms of investment cooperation can supplement medium and long-term capital sources for development.

The demand for capital mobilization is increasing in the context of foreign investment capital flows into Vietnam continuing to grow. According to the Foreign Investment Electronic Information Page, in the first seven months of 2026, total newly registered, adjusted and contributed capital, and share purchased foreign investment capital reached 38.06 billion USD, an increase of 58% compared to the same period last year. Of which, newly registered capital reached 21.05 billion USD, adjusted capital reached 10.43 billion USD and capital through capital contribution and share purchase reached 6.58 billion USD. Implemented investment capital reached 15.2 billion USD, an increase of 11.8%.

Notably, the value of capital contribution and share purchase increased by 61.6% compared to the same period. Real estate continues to be one of the sectors attracting the largest foreign investment, ranking second after the processing and manufacturing industry with 5.65 billion USD of registered capital, equivalent to 14.9% of total registered capital.

According to Mr. Neil MacGregor - General Director of Savills Vietnam, these figures show that Vietnam continues to maintain its attractiveness to international capital flows. However, as the scale and scope of investment opportunities expand, investors are also increasingly focusing on project quality, implementation capacity and clarity of investment structure.
