The project to invest in building a road from Bac Song Cam urban area to VSIP Industrial Park road to Vu Yen island, Thuy Nguyen ward was approved by Hai Phong City People's Committee in Decision No. 2365/QD-UBND dated June 27, 2025 with a total recovered area of 10.5 ha related to 133 households.
Accordingly, Thuy Nguyen Ward People's Committee has followed the correct procedures for land recovery, directing departments, agencies and units to carry out inventory; develop and approve compensation and support plans; issue land recovery decisions; and repeatedly notify households of payment. However, there is still 1 household that does not comply with the handover of land to implement the project.
Based on the report on the results of mobilization, persuasion and proposals of the Department of Construction, Agriculture and Environment on applying coercive measures to recover land for site clearance to implement the Project, the Chairman of Thuy Nguyen Ward People's Committee issued a Decision on coercive land recovery for the above-mentioned household, and established a Board for coercive land recovery.
After being established, the Enforcement Board organized dialogues and continued to mobilize, but the household still did not comply with handing over the land. On that basis, the Ward People's Committee approved the Land Recovery Enforcement Plan developed by the Enforcement Board and transferred the dossier to seek opinions from the city's departments and agencies (which have been studied and answered by the city's departments and agencies).
The coercion took place seriously, in accordance with the order and regulations of law and ensured safety, security and order in the area. The participating forces coordinated closely and effectively implemented according to the proposed plan. The assets on the ground were moved out of the coercion area and inventoried by relevant units before demolishing the works and architectural structures.
