According to a report from the Hai Phong City Department of Finance, the city currently has 11 headquarters of public service units that are being used for the wrong purpose, concentrated in the Departments of Culture, Sports and Tourism, Hong An Ward, Hong Bang and Tien Lang Commune.
Specifically: The headquarters of the Hai Phong puppetry Art Troupe (at 274 Le Loi, Gia Vien ward) uses 760 m2 of land, on the land is the building previously the Cam River Theater for art performances. However, since 1986, in the Cam River Theater complex, there have been 2 households using a total of 109 m2 of the Theater as a place to live.
Le Van Tam Cinema (at 23 Me Linh, Le Chan Ward), a unit under the Center for Culture, Cinema and Exhibition of Hai Phong City, is assigned to manage and use 566 m2 of land and 902 m2 of a cinema. Since 1996, a household that was an employee of this unit was assigned to use 38m2 of land adjacent to Me Linh Street, on the premises of Le Van Tam cinema, as a house.
The 8th Month Theater (at 117 Dinh Tien Hoang, Hong Bang Ward) is a unit also under the Center for Culture, Cinema and Exhibition of Hai Phong City assigned to manage and use 1,670 m2 of land, on this land there is more than 1,800 m2 of the Theater. However, before 2000, there were 7 households in the theater's premises using 240 m2 of land and the theater's house as a house.
The Hai Phong City Cultural Center (No. 18 Dinh Tien Hoang, Hong Bang Ward) also recorded that up to 6 households are using 596m2 of land to build a total of more than 1,193m2 of residential floors for living.

The city's Children's Cultural Palace (No. 55 Lach Tray, Gia Vien Ward) was also leased by the management unit to Tien Phong Bookstore in the entire A-house Hall area of the Cultural Palace to sell office items.
The Youth Cadre Training Center (No. 11 Lach Tray, Gia Vien Ward) has houses for some households.
Pham Hong Thai Kindergarten (No. 191 Phan Boi Chau, Hong Bang Ward) also has a household living and selling clothes on school land.
The Tien Lang District Cultural - Information and Sports Center (formerly) also rented houses and land to households at the Multi-purpose Gymnasium to open a karaoke bar; rented out 20 kiosks of Tien Lang District Stadium (formerly) to do business in food and beverage services.
Ngo Gia Tu Secondary School (No. 2 Tien Dung, Hong Bang Ward) since 1986, the school has lent a teacher land to the school for housing.
At Quan Toan Primary School (No. 48 Quan Toan 1, Hong An Ward), 15 households encroached on the school's frontage to build houses. These households said that when Quan Toan Primary School was built, the households had their land reclaimed but had not yet been compensated or cleared.
According to the assessment of the People's Committee of Hai Phong City, the above public assets belong to the group of houses and land used inefficiently, used for the wrong purpose. For real estate with households using it as housing, the main cause is determined, based on the history of use, the units assigned to manage and use these assets have allowed the unit's officers and employees to use part of the house and land area as housing. Due to the long period of time, there was no appropriate mechanism or policy to move out of the residential area and land.
According to the direction of the Hai Phong City People's Committee, before January 31, 2026, relevant units must report the results of the resolution of the recovery of assets used for the wrong purpose to the Department of Finance. In case of any problems, there must be a proposal for a solution. Before March 31, 2026, relevant units must complete the handling of real estate assets used for purposes other than those specified, and stop the use of houses and land not in accordance with regulations.
