Consecutive accidents caused by dark roads
According to information from the Traffic Safety Committee of Hai Phong City, at about 1:45 a.m. on October 18, at km9+432 of National Highway 38B in An Ve village, Truong Tan commune, a road traffic accident occurred. A motorbike carrying two young men from Thanh Mien commune to Gia Phuc commune collided with a bridge over the right wall of Duc Xuong bridge. As a result, 2 people suffered multiple injuries. According to the authorities, there were no high lights to light up the Duc Xuong bridge section of National Highway 38B where the accident occurred.
Previously, at around 6:00 p.m. on October 10, at km75+850 of National Highway 5 in Phu Thai Commune, a traffic accident occurred between a car traveling from Hai Phong to Hanoi colliding with a pedestrian, Mr. N.V.C (born in 1945, residing in Phu Thai Commune). As a result, Mr. C was injured. The incident was partly due to inadequate traffic infrastructure, the road section was dark and had no lighting system.
Another serious accident also occurred on a road without a lighting system, killing one person. The incident occurred at 6:00 p.m. on September 26 on the main road of Cat Tien village, An Quang commune. The excavator driven by Mr. N.V.T (born in 1984, residing in Cau Dong village, An Quang commune) towards Cat Tien village to National Highway 10 collided with Ms. N.T.N (born in 1950, residing in Cat Tien village) walking in the same direction, causing Ms. T to die on the spot.
According to statistics from the City Traffic Safety Committee, in July and August 2025, there were 22 traffic accidents on National Highway 5, killing 12 people and injuring 9 others. In particular, many sections such as km34+100-35+200, km 36+200-36+600, km 40+400-41+800... are still not available or the lighting system is degraded, making traveling here last night more dangerous.
On National Highway 37, the section passing through Thach Khoi Ward, there is also a 2.5 km section from Ca Market to Gia Loc Commune without lighting. Meanwhile, the traffic of people and vehicles passing through here is relatively large. In the past 5 years, there have been more than 10 traffic accidents on this route at night, causing dozens of casualties.

Add lighting systems to reduce accidents
Faced with this situation, recently, the Traffic Police Department of the City Police also reported and requested the City People's Committee, Department of Construction, Vietnam Road Administration, andVIDIFI to supplement the installation of lighting systems on national highways passing through the area.
Specifically, the unit also stated that on National Highways 5, 38, 38B, 37, 18 through the city, many serious and very serious traffic accidents occurred in the evening and at night. The main cause of accidents on national highways occurred on roads without lighting systems, limiting visibility, leading to accidents.
Meanwhile, in the coming time, the traffic volume on national highways will continue to increase, and traffic accidents are forecast to continue to be complicated if lighting systems are not installed in time on these roads.
On National Highway 10, the lighting system is limited while the traffic is heavy, mixing between heavy-duty vehicles and motorbikes, causing limited visibility, potential traffic safety factors, and traffic accidents.
The Traffic Police Department of the City Police Department has proposed that the authorities add lighting on the section of the national highway that does not have a lighting system. On National Highway 5 alone, the authorities have added lighting systems, especially in the area of the points opening to the road on this national highway. The Traffic Police force and local authorities will also continue to increase propaganda to help people participate in safe traffic and prevent traffic accidents at night.
