Decision No. 3380/QD-BNNMT announcing newly issued and amended and supplemented administrative procedures in the field of land under the state management scope of the Ministry of Agriculture and Environment effective from August 25, 2025 stipulates the registration and issuance of Certificates for cases that have transferred land use rights before August 1, 2024 but the transferor has been granted a Certificate but has not yet carried out the transfer procedure according to regulations.
The dossier includes:
a) In case the person using the land is due to receiving the transfer of land use rights before August 1, 2024 but only has a contract or document on the transfer of land use rights established according to regulations and the transferor does not hand over the Certificate to the transferee, the dossier includes:
- Application for registration of changes in land and assets attached to land according to Form No. 18 issued with Decree No. 151/2025/ND-CP.
- Contracts and documents on transferring land use rights have been established according to regulations.
b) In case the transferee of land use rights only has a Certificate issued by the transferee but does not have a contract or document on the transfer of land use rights as prescribed, the dossier includes:
- Application for registration of changes in land and assets attached to land according to Form No. 18 issued with Decree No. 151/2025/ND-CP.
- Original Certificate of Land Use Rights.
- Documents on the transfer of land use rights with full signatures of the transferor and the transferee.
Number of documents: 01 set.
Processing time: No more than 08 working days.
For mountainous communes, islands, remote areas, areas with difficult socio-economic conditions, areas with especially difficult socio-economic conditions, the implementation period shall not exceed 18 working days.

- Domestic organizations, people of Vietnamese origin residing abroad.
- Individuals and communities.
Administrative procedure performing agency
- The competent authority decides: The Land Registration Office or Branch of the Land Registration Office.
- The agency directly performing administrative procedures: Land registration office or Branch of the Land registration office.
- Coordinating agency (if any): Commune-level People's Committee, tax agency.
